- TEMPORARY DESALINATION PLANT, FULLY OPERATED, FOR PRODUCTION OF 450,000 GALLONS OF POTABLE WATER AT THE USCG LORAN STATION AT PORT CLARENCE, ALASKA. The U.S. Coast Guard is surveying the market for interest and availability in regards to the following requirement: The USCG LORAN Station at Port Clarence, Alaska is in need of a temporary desalination plant onsite and operationally capable of producing 450,000 gallons of potable water in no more than a 60 day treatment period starting no later than July 1, 2005. The portable plant must be delivered to Kodiak, Alaska where it will then be transported to Port Clarence via C-130 aircraft. Thus, the plant must be capable of breaking down into components which can be loaded inside a Coast Guard C-130 aircraft for transport - the C-130 cargo hold is 41 ft long by 8.75 ft wide by 8.75 feet tall - the contractor must allow for crating, palletizing and loading clearances to fit the plant within the available cargo hold space. The C-130 maximum payload is 32,623 lbs and the maximum load per axle is 12,500 lbs. Treatment plant must be fully self-contained with all necessary equipment, filtration, pumps, water hose, power generation, and manpower to successfully operate. Existing Facilities Information: The remote U.S. Coast Guard facility is located near Point Spencer, Northwest of Nome, Alaska. The station has access by air or water only. There is no road access. Existing water storage tank capacity on site is 450,000 gallons. Facility and water storage tanks are approximately 2,000 feet from the ocean beach. The station will have depleted its potable water supply by early August 2005. Production of potable water must begin prior to depletion of the existing supply. The total production of 450,000 gallons must be completed by September, before onset of winter. The station has chlorination equipment on site for chlorination of product water prior to use by station personnel. Wastewater from the water treatment plant shall be discharged into the ocean. The CG will provide food and lodging on site for water treatment operating personnel. There will be a charge of approximately $15 per person per day for meals. Supplemental Information: Bering Sea water from the bay will be the raw water supply. Salt-water temperatures are expected to be between 35 and 50 degrees Fahrenheit during the summer. Potable water output shall meet State of Alaska potable water quality standards. The U.S. Coast Guard, in conjunction with the contractor, will work with the Alaska Department of Environmental Conservation (ADEC) to get the necessary permits. Information Requested: Interested vendors are asked to provide information regarding company background relating to similar projects/services; type of water treatment system that would be proposed based on the expected water quality, and water temperature information provided by the Government; capabilities and output of proposed water treatment plant; ability to meet the required timeline; system set-up information such as water intake, wastewater discharge, piping/pump systems to pump water to the storage tanks; and information regarding personnel who would operate the plant.
