- MODIFICATION TO SYNOPSIS: ISSUE AND CLOSING DATES HAVE BEEN CHANGED TO MARCH 27, 2007 & APRIL 27, 2007, RESPECTIVELY. This synopsis is for two NSNs: 9150-01-035-5390 & 9150-01-035-5391, Lubricating Oil, Gear. Respective unit of issue is as follows: Unit can contains 1 QT and Unit can contains 5 gallons. QPL applies in accordance with SAE J2360, TYPE J2360-4-75W. These NSNs are procured as fully competitive in accordance with a military/federal specifications/standards and/or voluntary industry standards. Refer to section L, clause 52.211-9G13 for obtaining such data. These NSNs are IAW STD NR MIL-STD-290F REFNO DTD 20 MAR 02 AMEND NR F; Type II shelf life 24 months applies. QAP 204 applies. These items are used in a mercury free environment and must adhere to the requirements as specified in mercury free drawing 13873-03-0001. A copy of this drawing is available at DSCR and can be obtained via internet at website: http://www.dscr.dla.mil/qap/qaps.htm (all lower case). MSDS and OSHA hazard warning label are required. Direct access to defense and federal specifications, standards, and related standardization documents is available on the Internet via http://assist.dapsmil or http://www.dodssp.daps.mil. Solicitation will be issued as an Indefinite Quantity Contract, Firm Fixed Price with EPA with one twelve-month base year plus two twelve-month option years. Solicitation will not contain progress payments. Surge & Sustainment requirements apply for both NSNs. For 9150-01-035-5390, pricing will be based on the Estimated Annual Demand (EAD) Quantity which is 47,136 for the base and option years. The Guaranteed Minimum Quantity (Base Year Only) is 11,784. The Maximum Contract Quantity is 70,704 for the base and option years. The Minimum/Maximum per order for the base and option years is 11,784 / 23,568. For 9150-01-035-5391, pricing will be based on the Estimated Annual Demand (EAD) Quantity which is 9,840 for the base and option years. The Guaranteed Minimum Quantity (Base Year Only) is 2,460. The Maximum Contract Quantity is 14,760 for the base and option years. The Minimum/Maximum per order for the base and option years is 2,460 / 4,920. Solicitation will be issued under the procedures of Full & Open Competition after Exclusion of Sources as an unrestricted procurement. These NSNs are commercial items. FOB is Destination. Inspection/Acceptance is at Destination. Quantity Variance is plus 10% or minus 10%. Required delivery is 54 days ARO. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. DLA-Direct delivery will be to Richmond, VA (SRG), New Cumberland, PA (SNG), & Tracy, CA (AQ5) only. This item is a critical application item. This item is not a Critical Safety Item (CSI). The solicitation will be issued on March 27, 2007 with a closing date of April 27, 2007.
