Description
This is a combined synopsis/solicitation for commercial items prepared by the General Services Administration on behalf of Davis Monthan AFB, AZ 85707 under solicitation no. 9TZ07JAL007 in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5. This announcement constitutes the only solicitation. Proposals are being requested. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-18 effective on June 30, 2007. This is a small business set aside under NAICS 423430 Computer and Computer Peripheral Equipment and Software Merchant Wholesalers (small business size standard 100 employees) or any other related NAICs code. NOTE: Section 508 applies to this requirement. All Electronic and Information Technology (EIT) procured through this procurement must meet the applicable accessibility standards at 36 CFR 1194, unless an agency exception to this requirement exists. 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://accessboard.gov/sec508/508standards.htm Part 1194. Contractors are now responsible for indicating on each line item in the procurement whether products or services are compliant or noncompliant with the accessibility standards at 36 CFR 1194. The proposal must also indicate where full details of compliance can be found (e.g., vendor's website or other exact location). Requirements: Provide the products on the attached Bill of Materials on a Firm Fixed Price Contract. Please see the attached Bill of Materials for product description and quantities. This is a brand name procurement - no product substitutions allowed. The requirement to use the SYMBOL MC70 Handheld device was directed from the Air Force Material Command as the standard device throughout the Command. The accompanying accessories must be purchased in conjunction with the MC70 unit to function as a system. Some of these accessories are being purchased for use with Davis Monthan's current inventory of MC70s. The system has been programmed, configured and tested for these specific devices. The use of handheld devices other than the SYMBOL MC70 would cause the Government to undergo costly system modifications and testing. The current automated identification and data capture systems was recently developed and implemented with SYMBOL MC70 handheld devices. Handheld devices shall be able to scan linear barcodes. The device scan process shall be able to scan in badge aliases, work order numbers, operation numbers, and navigational cues. The barcodes to be scanned will be Code 128 or Code 39 (Full ASCII). The system shall provide the capability to synchronize data in the handheld device with the data on the database server. The data entered via the handheld device shall be transmitted to the server for the server to process. The updated data on the server shall be transmitted to the device asynchronously. Sybase Mobilink shall be used to perform the Bi Directional replication between the Sybase Ultralite Database Version 9.0.2 on the HHT with the Oracle 9i Release 2 Database on the Server. The required delivery date shall be no later than 30 days after receipt of contract. Place of delivery and acceptance is Davis Monthan AFB, AZ 85707. FOB destination. Solicitation provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (September 2006) is hereby incorporated by reference. The Government will award a contract resulting from this solicitation to the lowest cost, technically acceptable quotation. This is an all or nothing award. Each of the line items on the Bill of Materials must be quoted to be considered for award. The total cost for all of the line items will be evaluated and not the individual cost of each line item. This RFQ is for Open Market Pricing. Offerors are hereby reminded to complete their annual representations and certificates electronically at http://orca.bpn.gov in accordance with FAR 52.212-3, Offerors Representations and Certifications--Commercial Items (November 2006) with its offer. Clause 52.212-4, Contract Terms and Conditions--Commercial Items (February 2007), is hereby incorporated by reference. Clause FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items (June 2007), is hereby incorporated by reference with applicable paragraphs applicable to this solicitation and any resultant contract. GSAM 552.212-71 Contract Terms and Conditions Applicable to GSA Acquisition of Commercial Items (July 2003) and GSAM 552.212.72 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to GSA Acquisition of Commercial Items (Sep 2003). Type of Contract: A firm fixed price, definite quantity; definite delivery contract will be awarded. Defense priorities and Allocations Systems (DPAS) assigned rating for this procurement is currently unrated. The potential awardee is required to register in IT Solutions Shop at http://it-solutions.gsa.gov for post-award processing.
