- The General Services Administration, Pacific Rim Region (GSA), is requesting proposals from ESPs to provide direct access electricity for accounts in the Pacific Gas and Electric (PG&E), San Diego Gas & Electric (SDG&E) and Southern California Edison service territories. The solicitation will be posted to FBO. Separate line items are established for each UDC. Pricing is requested for one year, October 2007 - October 2008. Pricing is variable, indexed to the Intercontinental Exchange, with a fixed Transaction Fee per kwh. Quantity is estimated at 97,000 MWH for the year (all 3 UDCs). An Offeror may submit an offer for one, two or all three UDC's accounts. Competition is unrestricted; any responsible source may submit a proposal that will be considered. The procurement method is a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. GSA intends to award a contract to the Offeror that offers the lowest price for each line item, if such Offeror meets the solicitation's minimum technical (qualifications) requirements. Proposals must be submitted no later than 12:00 Noon PDST on Friday September 14, 2007, by fax to Mark Levi at 415.522.3311 or email to Mark.Levi@gsa.gov, or by mail or overnight delivery to Mark Levi, General Services Administration, 450 Golden Gate Ave. 4E (9PMFT), San Francisco, CA 94102. Instructions are contained in the solicitation. Price proposals must be valid through September 21, 2007. Email questions to Mark.Levi@gsa.gov by 12 Noon PDST Tuesday September 7, 2007, to assure response (an effort will be made to answer questions after that time). Answers to substantive questions will be posted to FBO under this solicitation number.
