- The Naval Air Warfare Center Weapons Division (NAWCWD), China lake, CA is issuing a combined synopsis/solicitation for a firm fixed price type contract for 97 total seavan containers. This combined synopsis/solicitation for commercial items is prepared in accordance with the format in subpart 12.6. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Specifications include the following: A total number of 97 seavans should include a combination of 40 foot in length, Qty. 81 and 20 foot. in length, Qty. 16 all units shall be; 8 ft. wide (nominal); 8 ft. 6 inch tall (nominal), steel; not paint specific, structurally sound for lifting with no broken corners or edges. The units may have holes in the sides/top/bottom no larger than 1 inch and no more than 10 holes per side. 40 ft. seavans, 57 each and 20 ft. seavans, 16 each shall be delivered to a staging area which is located approximately 35 miles from NAWCWD China Lake Main Gate. The remaining 24 , 40 foot units shall be delivered to a second staging area which is located approximately 75 miles from NAWCWD China Lake Main Gate. At least half the distance to both locations may be rough and unsurfaced roads. Proposals should be broken into 5 separate contractor line items as follows: Clin 1: 40 foot 11 seavans, 11 each, delivered to 35 mile staging area within 30 days, Clin 2: 20 foot seavans, 6 each, delivered to 35 mile staging area within 30 days, Clin 3: 40 foot seavans, 46 each delivered to 35 mile staging area within 90 days, Clin 4: 20 foot seavans, 10 each, delivered to 35 mile staging area within 90 days, Clin 5: 40 foot 24 seavans, 25 each, delivered to 75 mile staging area within 90 days. Contractors are advised that only U.S. Citizens will be allowed to access the NAWCWD Test Range in order to deliver the seavans. Drivers must carry proof of legal residence (green card), valid diver's license, current proof of vehicle registration and insurance. Escort is not available. Evaluations shall be based on best value with technical capability and price as the evaluation factors. The Naval Air Warfare Center Weapons Division works a 4/5/9 work schedule. Therefore alternate Fridays are not a part of the normal workweek for work performed on-site at a Naval Air Warfare Center Weapons Division site. The majority of the Government offices are closed on alternate Fridays. This synopsis/solicitation and its incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-18. Inspection will be at the China Lake facility by the government. Acceptance will be at China Lake. Delivery shall be FOB Destination in accordance with FAR Clause 52.247-34. Ship to China Lake(Receiving Officer Code 822223D, Naval Air Warfare Center Weapons Division, China Lake, CA 93555-6108). Time of Delivery shall be in accordance with the offeror's proposed best delivery schedule and be delivered within a timely manner after the order has been placed, or no later than 30 days for clin 1 and 2 and no later than 90 days for clin 3, 4 and 5 after contract award.
