- 1.1 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED General: The contractor shall provide all personnel, supervision, transportation, and all other equipment items and services necessary for the delivery, removal, transportation, and cleaning of cotton rags to Spangdahlem Air Base as defined in this Statement of Need (SON). The rags will be used for dust free wiping up oil and grease residue from metal aircraft surface, cleaning aircraft engines, cleaning up minor petroleum, oil, and lubricant (POL) spills on floor surface, etc. 1.0 Delivery of Cotton Rags 1.1 The contractor shall initially deliver a total amount of 60,800 cotton rags to Spangdahlem Air Base, stored/delivered in non-flammable and water proofed/sealed plastic containers, which can be secured by a Padlock, 76 each large containers filled with 800 rags each. The size of each rag shall be approximately 30 cm x 30 cm. (12? x 12?) 1.2 The plastic containers need to be in compliance according to German-GGVS newest edition for storage and transportation of POL contaminated solid waste (rags). The plastic containers need a certification from BAM (Bundesanstalt fuer Materialforschung- und Pruefung) for the design-type of a packaging for the transport of dangerous goods. 2.0 Removal, Transportation, and Cleaning of Oil Polluted Cotton Rags Oil contaminated used rags shall be picked up in initial delivery containers twice a month Tuesdays at SAB, transported to the recycling/cleaning facility and properly cleaned at a certified/permitted plant. All rags exchanged for cleaning purposes must be cleaned in an environmentally safe and certified/permitted facility. Damaged rags can cause Foreign Object Damage (FOD) to weapon systems and shall be replaced with new rags up to 3% each contract year without additional cost. 3.0 Exchange of Used Rags and Delivery of Cleaned Rags Exchange of cleaned/used rags shall be twice a month. Tuesdays between 07:30 hours and 11:30 hours. A Pickup and delivery schedule should be provided from the contractor and will be coordinated/approved through 52 CES/CEV, Environmental Flight. 4.0 Safeguarding: The contractor shall perform the service based on all applicable German laws for the transportation and cleaning of oil polluted solids. The contractor will be made responsible for immediate cleanup of any spill at the performance location caused by the contractor?s operation or equipment. 5.0 Applicable Laws/Regulations: The contractor personnel shall ensure the service execution complies with all portions of applicable German laws and safety requirements. 6.0 Government Furnished Property: The government will not provide furnished property for the contract execution. 7.0 Government Furnished Services: The contract office of primary responsibility (OPR) will be the Environmental Flight in the Civil Engineer Squadron, 52 CES/CEV, Bldg. 127, with the point of contact (POC) by Herrn Arno Walerius, telephone 06565-61-5125/7257. Rag delivery and exchange location will be Bldg. 600 area at SAB. For access permission to SAB, it is required to request an entry pass at the Pass and ID office, Bldg. 505, at the service day. Therefore, a valid Passport and vehicle license documents must be provided at each day of service/entry request. 8.0 Basic Performance Period: 1 Oct 07 - 30 Sep 08 1st Option Year Period: 1 October 2008 - 30 September 2009 Attachment: Workload Estimate Delivery, removal, transportation, and cleaning of 60,800 cotton rags for SAB, 76 each large containers at SAB. Rags will be delivered, transported, and stored in non-flammable and water proofed/sealed plastic containers, which can be secured by a padlock.
