Description
ANNOUNCEMENT OF DECISION TO CONTRACT WITH ROCKWELL COLLINS, ON A SINGLE SOURCE BASIS, FOR THE ACQUISITION OF A CUSTOM NAVIGATION DATABASE FOR FAA'S KING AIR 300 AND CHALLENGER 604/605 AIRCRAFT This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.2.4 - Single Source Selection Procurement Process, Subpart 3.2.2.4.1.2. The purpose of this announcement is to inform industry of the FAA's intent to contract, in an amount greater than $100,000, via single source contract procedures. The Federal Aviation Administration (FAA), Aviation System Standards, Flight Planning & Resource Team, AJW-332 proposes to obtain a qualified contractor to furnish all personnel and when required, materials, equipment and supplies to provide a custom navigation database for the King Air 300 and Challenger 604/605 aircraft. ASS has two unique FMS systems. Each system is proprietary and the manufacturer is the only authorized and certified source for processing data. The FAA intends to negotiate with only one source, Rockwell Collins, Cedar Rapids, Iowa, in accordance with AMS policy 3.2.2.4. Due to the proprietary nature of the equipment, there is no alternative source for this service. There are no drawings or equipment specifications available for competition. The final determination by the Government not to open this requirement to competition, based on any information provided in response to this announcement, is solely within the discretion of the Government. Responses and/or questions must be provided in writing and received no later than August 31, 2007, 3:30 p.m. Central Standard (CST). This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: DOT, Office of Small and Disadvantaged Business Utilization (SADBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
