- The Federal Bureau of Prisons, Privatized Corrections Contracting, Office, Washington, D. C., is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services and mental health services within the Mason City, IA area defined as follows: The services are to be provided within the limits of Mason City, as close as possible to the RRC which is located at 818 15th Street SW, Mason City, IA 50402 (Cerro Gordo Co.). Local transportation by bus ends at 5.30 pm. Cab is available within the City limits. Every effort should be made to accommodate access to treatment. This requirement will ensure inmate accountability is maintained and avoids penalizing indigent inmates without transportation who travel to a designated Treatment Center for TDAT. Performance periods under this contract will be for a one-year base period to begin on October 1, 2007, with four (4) possible one-year option periods. Services will end (if all options years are exercised) on September 30, 2012. The quantities provided below are estimates of required services: Base Year (10/1/2007) - 9/30/2008: Estimated Number of Inmates: 17; Intake Assessment (one per inmate), 1 Assessment X 4 inmates = 4 total units; Individual Counseling Session (30 minutes=1unit) 8 units/month for 6 months = 48 units X 17 inmates = 816 total units; Group Counseling Session (30minutes=1unit) 12 units/month for 6 months = 72 units X 17 inmates = 1,224 total units; Psychological Testing & Report (Six reports) X 1 = 6 total units; Medication Monitoring (one visit includes any and all medication administered by the provider during a 24-hour period/clinical visit) Estimated 2 inmates X (6 units) =12 total units Option Year One: (10/1/2008 - 9/30/2009): Estimated Number of Inmates: 18; Intake Assessment (one per inmate), 1 assessment X 2 inmates = 2 total units; Individual Counseling Session (30minutes=1unit) 8 units/month for 6 months = 48 units X 18 inmates = 864 total unit Group Counseling Session (30minutes=1unit) 12 units/month for 6 months = 72 units X 18 inmates =1,296 total units; Psychological Testing & Report (Four reports/inmate/year) X 1 inmate = 4 total units; Medication Monitoring (one visit includes any and all medication administered by the provider during a 24-hour period/clinical visit) Estimated 2 inmates X (4 units)= 8 total units Option Year Two: (10/1/2009 - 9/30/2010): Estimated Number of Inmates: 18; Intake Assessment (one per inmate), 1 assessment X 2 inmates = 2 total units Individual Counseling Session (30minutes=1unit) 8 units/month for 6 months = 48 units X 18 inmates = 864 total unit; Group Counseling Session (30minutes=1unit) 12 units/month for 6 months = 72 units X 18 inmates =1,296 total units; Psychological Testing & Report (4 report/inmate/year) X 1 inmate X = 4 total unit; Medication Monitoring (one visit includes any and all medication administered by the provider during a 24-hour period/clinical visit) 2 inmates X (4 units) = 8 total units Option Year Three: (10/1/2010 - 9/30/2011): Estimated Number of Inmates: 19; Intake Assessment (one per inmate), 1 assessment X 2 inmates = 2 total unit; Individual Counseling Session (30minutes=1unit) 8 units/month for 6 months = 48 units X 19 inmates = 912 total units Group Counseling Session (30minutes=1unit) 12 units/month for 6 months = 72 units x 19 inmates = 1,368 total units; Psychological Testing & Report (5 report/inmate/year) X 1 inmate = 5 total unit; Medication Monitoring (one visit includes any and all medication administered by the provider during a 24-hour period/clinical visit) X 2 inmates (5 units) = 10 total unit Option Year Four: (10/1/2001 - 9/30/20012): Estimated Number of Inmates: 20; Intake Assessment (one per inmate), 1 Assessment X 2 inmates = 2 total units; Individual Counseling Session (30minutes=1unit) 8 units/month for 6 months = 48 units X 20 inmates = 960 total units; Group Counseling Session (30minutes=1unit) 12 units/month for 6 months = 72 units X 20 inmates = 1,440 total; Psychological Testing & Report (Six reports/inmate/year) X 1 inmates = 6 total units; Medication Monitoring (one visit includes any and all medication administered by the provider during a 24-hour period/clinical visit) 2 inmates X (5 units = 12 total units The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated May 2007. The request for quotation will be available on or after August 20 , 2007, and will be distributed solely through the General Services Administrations Federal Business Opportunities web site at http: //www.fedbizopps.gov. Instructions for downloading the RFQ are provided at this website; hard copies of the quotation will not be available from the Government. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date for the RFQ is on or about September 7, 2007. The BOP anticipates awarding a firm-fixed price requirements contract. All responsible businesses may submit a quote which will be considered by this agency. Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.
