- Request for Information Specialized Security Training for Transportation Security Administration THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS. Additionally, the Government WILL NOT provide reimbursement for any information that may be submitted in response to this RFI. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The results of this RFI will be used in the development of the subsequent Request for Proposal. This is a Request for Information (RFI) for Specialized Security Training for the Transportation Security Administration. The Aviation and Transportation Security Act (ATSA), Public Law 107-71 requires the Transportation Security Administration (TSA) to develop, implement, and manage training programs for the transportation security workforce. TSA continues to make great strides in developing new training and responding to the needs of the diverse TSA field operations; and heavily relies on contractor support to accomplish its mission. The dynamic nature of the TSA Specialized Security Training (SST) demands focused, capable support services to ensure the successful operation, management, and control of the SST program. The attached draft Request for Proposal (RFP) defines the program requirements necessary to ensure system integration and program management, curriculum development, curriculum delivery/instruction/training, contract support to curriculum development and delivery, image development, on-line learning and repository function, and a viable transition plan. Additionally, as or when required TSA intends to provide similar scope products or services through this effort to other organizational elements within the Department of Homeland Security (DHS) to meet any DHS professional training requirements. The purpose of this RFI is to: (1) gather ideas as to whether the attached draft RFP and Statement of Work (SOW) encompasses all aspects needed to successfully implement a SST Program; (2) market research to further identify potential bidders based on submissions; and (3) finalize the RFP, SOW and acquisition strategy for SST. Responses to this RFI shall include: Company name, address, point of contact, telephone/fax number, and email address; Indication of business size status (such as large business, small business, disadvantaged, 8(a), HUB Zone, Woman Owned, Minority Owned, and/or Veteran Owned; Comments on the draft RFP to include: Suggested Contract Type, Contract Line Item (CLIN) structure, Award Term/Award Fee, Evaluation Criteria, SOW, and overall approach; High level ROM estimate to complete tasks in the SOW; A suggested timeline and milestones for the effort. Submissions are restricted to no more than ten (15) pages in length. Areas of Note: All attachments to the SOW are not included because of security/IT requirements that are potentially Sensitive Security Information (SSI) and may not be provided until subsequent final RFP and/or contract award. All information in response to this RFI shall be submitted no later than 5 P.M.
