- (i) This is a synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in the solicitation. (ii) The solicitation number will be HC1013-07-T-0147. (iii) This will be solicited as a Limited Source procurement (Name Brand). The associated North American Industry Classification System (NAICS) code is 541519. (iv) This requirement is to provide IBM Netcool Software Maintenance in Arlington, VA. (v) Companies who can provide the above listed software maintenance renewal must complete the solicitation, HC1013-07-T-0147 available at http://www.fbo.gov/. The resultant contract will be a firm fixed price purchase order. The justification detailing the government?s essential need for IBM Netcool Software Maintenance Renewal is attached. Justification: An annual Support Service Agreement is required for the Netcool software suite and telemetry agents currently supporting the Automated System Monitoring (ASM) component of the DoD Public Key Infrastructure (PKI). The Netcool products, as integrated into the ASM, provide the ability to monitor the health status of the various components within the PKI enclaves at the various worldwide sites. Netcool allows for all transactions with the applications to be monitored which guarantees availability and accelerates application performance. The equipment and supporting software provides a comprehensive solution that integrates with all applications, not just Web-based protocols. It provides the PKI with a centralized solution for all IP applications including legacy and emerging applications. The Netcool Support Services protects the original software investment and ensures the reliability of the network and its installed applications. The support services include online web tools, direct access to expert network support engineers, 24x7 premium support, software updates as released, advance hardware replacement, trouble case escalation and tracking to ensure a timely problem resolution, and remote support. The estimated cost is $65,000.
