- This is a combined synopsis/solicitation for a purchase of commercial items (non-personal services), prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). ***************************************************************** The following FAR Provisions and Clauses are applicable to this procurement. FAR 52.212-1, Instructions to Offerors-Commercial Items is hereby incorporated by reference. Solicitation provision at FAR 52.212-2, Evaluation-Commercial Items, is hereby incorporated by reference. The Government will award a Purchase Order resulting from this solicitation to be responsible offeror that is most advantageous to the government. The following factors will be evaluated: technical capability/past performance of item being proposed, price, and delivery schedule in compliance with the requirements of this solicitation with price being the most significant factor. Provision/Clauses can be obtained at http://farsite.hill.af.mil/vffara.htm. The following clauses are hereby incorporated by reference.52.212-4, Contract Terms and Conditions Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items. Specifically the following clauses cited are applicable: 52.211-6 Brand Name or Equal,(b)(11) 52.222-21, Prohibition of Segregated Facilities (Feb 1999); (b)(21) 52.225-13 Restriction on Certain Foreign Purchases (E.O. 12722, 12724, 13059, 13067, 13121, and 13129), and (b) (24) 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332). The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable: DFARS 252.225-7001, Buy American Act and Balance of Payment Program and DFARS 252.247-7023, Transportation of Supplies by Sea. Line Item 0001: 3 each (three) Recovery Lift Bags RLB 6-12 -1.4 m X 1.2 m X 2.4 m (length X width X height) -Lifting capacity 6 tons each, 12 compartments Also including the following accesories (Three) HiSpeed Pc 14 Pneumatic Controllers (One) Set of Inflation Hoses (42 ea) (One) Distribtion manifold 1-4 (One) Set of spare parts for PC pneumatic controllers (Three) Sets of repair kit for RLB (Three) Proection pads for RLB 6 (Three) Storage Boxes for PC 14 (One) Steel mesh box for transport and storage of up to 45 inflation hoses (Two) sets of manuals with parts list in english language. Brand Name: Kunz or equal Line Item 0002: 1 each Compressor REC30 for air supply, 3.0 m qmtr/min free air delivery, 8.6 bar maximum operating pressure, with air after cooler and filter, mounted on one axle trailer with height adjustable tow bar.
