- Description
- This is a notice of intent for a sole-source (i.e. non-competitive) acquisition. Accordingly, the Center for Disease Control and Prevention (CDC) intends to purchase from Arkansas Department of Health and Human Services (ADHHS), Department of Health, Little Rock, AK services to develop a better understanding of the metabolism of warfarin through literature review, metabolite generation using human UGTs, and metabolite characterization. ADHHS is the only known responsible source capable of satisfying the requirement. ADHHS is the first to identify Phase I metabolism of warfarin in the gut, rather than the liver. Additionally, ADHHS has conducted research in this area for the last year and is set to release a publication based on new data discovered in their Public Health Laboratory. ADHHS has unique knowledge that allows accuate synthesis of warfare conjugates as reference materials, both native and isotopically labeled. No other source can satisfy the Government?s requirement. The statutory authority for this action is 41 U.S.C. 253(c)(1). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 27, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
