- This Request for Information (RFI) is issued for informational and planning purpose only. Please note that the Air Force will NOT be responsible for any costs incurred by interested parties in responding to this request for information. The United States Air Force, Air Mobility Command (AMC) is in the process of conducting Preliminary Planning, which includes Market Research, for Enterprise Data Management located at HQ AMC/A6II, 203 W Losey, Scott AFB IL 62225. Enterprise Data Management is to provide specialized systems engineering and technical services in support of AMC?s enterprise data management efforts and to support the DoD?s net-centric environment. Tasks include but are not limited to the following: Task 1 ? Enterprise Data Model Management. Maintain and validate a Logical Data Model (LDM) and Data Dictionary that represent AMC?s business information requirements, polices, and rules in the form of data relationships/structures. Task 2 ? Data Standards Implementation. Develop and validate a Transformation Data Model (TDM) for the Command and provide assistance and technical expertise in the implementation of data standards across the AMC enterprise. Task 3(optional) ? Community of Interest (COI) Activities. Perform various Community of Interest (COI) activities to include supporting A6II in establishing and working with appropriate COI?s; and assisting in developing requirements for and establishing the AF?s Mobility and Transportation COI. Task 4 (optional) - Enterprise Interface/Information Services Standards. Provide technical support to AMC?s Interface Manager and Program Management Offices in the redesign and implementation of the Command?s enterprise-wide data exchange methodology in support of DoD?s net-centric strategy. Task 5 (optional) ? Synchronization with USTRANSCOM Data Standards. Work with AMC developers to integrate AMC?s C2 and Transportation critical data requirements within USTRANSOM?s data standard. Task 6 (optional) ? Data Lifecycle Analysis. Conduct analysis to identify and document the owners, actors and systems that Create, Read, Update, Delete or Archive (CRUDA) each piece of AMC data. Task 7 (optional) ? Technical Solutions. Evaluate and develop new software tools, versions, and technologies applicable to data management and incorporate them (upon A6I approval) into AMC?s information systems efforts. Task 8 (optional) ? Technical Interchange Meetings. Task 9 ? Facilitate AMC?s Data Working Group Meetings. Facilitate meeting with AMC?s functional community, data quality and data standards group to discuss information requirements, and to coordinate changes within the enterprise. Task 10 ? Centralized Project Management. Task 11 (optional) ? Computer Support. The information request by this synopsis will be used within the Air Force to facilitate decision-making and will not be disclosed outside the agency. Should a future requirement evolve from this preliminary planning process, it is anticipated that the period of performance will be a base year plus four one ?year option periods. For purpose of this synopsis the North American Industry Classification System (NACIS) Code is 541519 and the small business size standard is $23.M. AMC requests any qualified businesses capable and potentially interested in performing Enterprise Data Management services reply to this RFI stating their interest and submit a capability package to include the following information: 1)name and address of company; 2) company point of contact including telephone, fax, and email address; 3) identify business size (large, small, disadvantage, women-owned, 8(a), HUB Zone, etc; and 4) information demonstrating the company?s ability to perform the potential requirement as describe above. In addition, we request that capability package include your current and past performance contract references relating to Enterprise Data Management services to include: contract number; agency or organization supported; whether or not contractor was a prime or a subcontractor; period of performance; original, current, and total contract value; POC (customer?s technical monitor) with current telephone, fax number and email address; and a brief description of the effort. Also, please address if commercial services or commercial services modified to a reasonable extent are available to satisfy the requirement; and what commercial practices (warranties, payment methods, contract term and conditions, etc.) are use by firms engaged in providing these services. Please limit capability package to 20 pages. The capability package must be clear, concise, and complete and be submitted by 18 June 2007, 12:00 p.m central via e-mail to Lisa.gibbons-02@scott.af.mil.
