- NOTICE OF INTENT: The U. S. Coast Guard (USCG) intends to enter into discussions on a sole source basis with Rescue Solutions International (RSI), Inc., 202 N. Curry Street, Suite 100, Carson City, NV 89703. The proposed contract will procure entanglement devices (to foul the propellers of unauthorized vessels attempting to approach restricted areas) and associated components, which are considered to be commercial items. The USCG intends to purchase supplies from RSI on a sole source basis under authority of U.S. Code 2304(c) (and FAR 6.302-1). The North American Industrial Classification System (NAICS) code is 332999 and the small business size standard is $6.5 million. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. All capability statements received by 5:00 PM EDT on August 10, 2007 at the contracting office address will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received by the USCG contracting officer will normally be considered for the purpose of determination whether to conduct a competitive procurement. The Government will not pay for costs incurred in the preparations and submission of data or other costs incurred in response to this announcement.
