- The U.S. Army Special Operations Command, Fort Bragg, North Carolina intends to negotiate on a sole source basis with COGNOS Corporation, 15 Wayside Drive, Burlington, MA under the authority in FAR 6.302-1 to Cognos 8 BI Introduction to Report Authoring Computer Based Training (CBT) with Unlimited User License. The Cognos 8 BI Introduction to Report Authoring CBT covers an introduction to Cognos Connection, basic report building techniques, and how to enhance, customize, and manage professional reports in Report Studio. Through interactive Let Me Try's and Workshops, users will learn the report building process and basic report management. Cognos will provide electronic copies of current course materials, including: immediately deployable runtime CBT, source code, files and graphics, customization guide, Scorm test package, and deployment guide. The basis of the sole source justification is Cognos Corporation's declaration that it does not authorize any Cognos 8 BI CBT or it's functionality to be reproduced for resale by any other company. Market research has revealed no other sources. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete the proposed effort on a full and open competition basis is solely the discretion of the Government. FAR 6.302-1 provides agencies the authority to negotiate on the basis that Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. However, any other responsible source believing itself capable of meeting the requirements may submit technical documentation to establish the potential of meeting the Government's requirements. To be considered, any such documentation must be submitted by 6 Sep 2007 at 2:00 PM EST. A determination not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 511210. Interested vendors who believe they are capable of providing the required equipment should submit their technical documentation to Ms. Barbara Bowles via email at bowlesb@soc.mil or via fax at (910) 432-9345. Due to the intermittent failures of electronic submissions, it is the vendor's responsibility to ensure receipt of technical documentation. To be considered, technical documentation shall include a written release from Cognos Corporation stating that the vendor is authorized to provide this product and service. A firm-fixed price commercial purchase order will be awarded NLT 10 Sep 2007.
