- Notice of intent to award a sole source contract. The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source contract under the auspices of FAR Part 12, to SystemWare Inc, Elkridge, Maryland to provide two Avenger Systems and software modification for the integrated remote control. The Avenger system is a sub-notebook computer-size SWI SWARM-D Receiver with frequency range up to 6000MHz, maximum RF Input of +20dBm. The software includes; user definable start and stop frequencies, automated baseline and comparison routines, multiple threat signals, real-time analysis tools, and post-collection data analysis tools. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities to provide the Avenger system. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. All inquiries must be submitted in writing to the address or facsimile number stated herein and to the attention of Ms. Temple Ferrell, Contract Specialist. Responses to this notice must be received by close of business, September 7, 2007. Responses must include your business name, point of contact, address, and telephone number with area code. Telephone requests or inquiries will not be accepted. Requests may be faxed to (703) 767-4441. If no responses are received, an award will be made to SystemWare Inc.
