- Combined Synopsis/Solicitation - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; quotes are being requested and a written solicitation will not be issued. Reference number CSC070006777 is issued as a Request for Quote using Simplified Acquisition Procedures. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18 and the Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20070814. The North American Industry Classification System code for a Portable Portal Monitor is 334519; the small business size standard is 500 employees. The Government intends to issue a firm fixed price purchase order for the following line items: CLIN 0001: Portable Portal Monitor (to verify personnel who have traveled through nuclear fallout or radiological debris field are free of radioactive contamination), 3 each. The required delivery date for CLIN 0001 shall be 60 days from date of award; Price to include shipping to Ft. Belvoir VA 22060. The following FAR provisions apply to this solicitation: FAR 52.212-1, Instruction to Offerors, Commercial Items; FAR 52.212-3, Offerors Representations and Certifications, Commercial Items , (or a statement that this has been completed at https://orca.bpn.gov) is to be completed and submitted with the offer; Offerors shall provide a firm fixed-price offer. FAR 13.106-2, Evaluation of quotations or offerors, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will provide the best value to the government. The government reserves the right to make award to other than the low bidder. The successful contractor must meet all the responsibility requirements of Subpart 9.1 of the Federal Acquisition Regulation (FAR). The following FAR Clauses are incorporated herein FAR 52.212-4 Contract Terms and Conditions Commercial Items, 52.212-5-Contract Terms and Condition Required to Implement Statutes or Executive Orders-Commercial Items, specifically citing the following: 52.222-19, 52.222-21, 52.222-26, 52.222-35,52.222-36, 52.222-37, 52.225-13, 52.232-33; 52.252-1. In addition, the following clause applies: 52.247-34 F.O.B. Destination. DFARS Solicitation clauses incorporated by reference; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes of Executive Orders Applicable to Defense Acquisitions of Commercial Items, specifically 252.225-7001 Buy American Act, and Balance of Payments Program, 252.232-7003 Electronic Submission of Payment Request; 252.204-7004 Alternate A Required Central Contractor Registration, and 252.232-9012 Wide Area Work Flow.
