- NAICS Code: 541511. THIS IS NOT A REQUEST FOR QUOTATIONS (RFQ). The Office of Federal Housing Enterprise Oversight (OFHEO) intends to negotiate on a sole source basis with CGI Federal, Inc. for enhancements to the services currently being provided under an existing contract (Examiner Workstation or xWorks, Contract OFHEO-2005-01C). xWorks is based on Commercial Off the Shelf (COTS) technology that has been customized as necessary to meet and provide the business process functional requirements and needs of OFHEO. It automates the preparation, review, centralized storage, and retrieval of documentation generated by and associated with OFHEO's supervisory process of the two Government Sponsored Enterprises (GSEs)(the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac)). This synopsis is required because the anticipated changes are outside the scope of the existing contract based on the current dollar value of the contract. The enhancements include: 1) Enhanced Access Controls; 2) Risk Structure/Risk Ratings; i.e. re-architecting the folder structure to allow implementing revisions to the risk structure and risk ratings; 3) Earned value management on the aforementioned work; i.e. enhanced access controls and risk structure/risk ratings; 4) FileNet 4.0 Upgrade; and 5) Support to ensure compatibility with OFHEO infrastructure upgrades. CGI Federal, Inc. is the only contractor with the expertise to provide these enhancements in a time-effective manner, has the current expertise on the existing system, and at a cost that is reasonable to the effort required. NO SOLICITATION OR REQUEST FOR QUOTATIONS (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of satisfying OFHEO's requirements may submit a written capabilities statement, which if received by the response date of this announcement, will be considered. Responses must be submitted in writing to Ms. Janice L. Uthe, Contracting Officer, at janice.uthe@ofheo.gov. A determination not to compete the requirement based on responses to this notice is solely within the discretion of the Government.
