- * * * THIS IS A COMBINED SYNOPSIS/SOLICITATION. * * * All information necessary for offerors to submit responsive proposals is contained herein. --- The General Services Administration's Office of Citizen Services and Communications (OCSC) provides citizens, businesses, other government agencies, and the media with an easy way to obtain information and services from the Federal government. OCSC provides information and services through the web, e-mail, in print, and over the telephone. OCSC's Office of USA.gov Technologies implements innovative technologies that improve the delivery of government information and services to citizens in order to make government more citizen-centric and results driven, as outlined in the President's vision for E-Government, which is at the core of the White House Management Agenda. The Office of USA.gov Technologies is responsible for providing technical infrastructure, search engine, video streaming, web analytics and other services for the USA.gov web portal, and for the development of best practices for affiliated agencies and E-Government initiatives. Launched in September 2000, USA.gov (formerly FirstGov.gov) allows citizens to find official government information through browsing the portal or through search functionality. The requirement calls user demographic and usage preference and practice data in depth from a professional research firm that is currently engaged in the regular compilation of such data using statistically accurate survey methods. The general usage data will be analyzed as a proxy for general usage of government websites nationwide. With the subscription to be acquired hereunder, the government plans to gain insight into consumer Internet and digital media behavior that will enable the evaluation of those activities against services provided by the USA.gov and USASearch services. Further analysis will define relationships between the sites, what top referring sites or destination sites relate best to the government's web properties, how visitors typically reach government information channels, and what activities and transactions visitors usually engage in through those channels.
