- NAICS Code: 334516 NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) National Enforcement Investigations Center (NEIC) intends to award a sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR) part 13, Simplified Acquisition Procedures to Thermo Electron Scientific Instruments, LLC for a scanning electron microscope (SEM) with an attached PGT Prism energy dispersive spectrometer (EDS). NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that Thermo Electron Scientific Instruments is uniquely qualified to satisfy the Government's requirements, as they are the sole provider of this highly specialized equipment. The SEM and PGT Prism EDS that runs simultaneously have been used in source receptor studies, and will continue to be used in these studies as well as the analysis of asbestos, biologicals and for homeland security projects. In addition, the PGT Prism detector is currently operated by PGT's outdated software system on an outdated UNIX-based Sun workstation, which includes the Sparcstation 5. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within fifteen (15) calendar days of the date of this announcement will be evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
