- The Department of the Navy, Space and Naval Warfare Systems Center (SPAWARSYSCEN) ??? San Diego intends to solicit and award a Firm Fixed Price contract to Intelligent Devices Inc., 300 Redland Court Suite 204, Owings Mills, Maryland 21117 on a sole source basis for the purchase of 5 units of the Speech Extraction System (SES). This sole source procurement is in support of the Technology Transfer Program (TTP) at the Counterdrug Technology Assessment Center (CTAC), Office of National Drug Control Policy (ONDCP). Intelligent Devices, Inc. is the original developer and sole manufacturer of the SES. The SES is an advanced forensic audio recovery tool kit consisting of a single shell containing multiple digital signal processing (DSP) plug-ins. The SES operates on a hand-held touch screen computer and is capable of rapid, real-time extraction of speech from any live feed, such as body transmitter or telephone intercepts. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The use of any other source for this acquisition would result in an unacceptable delay and a duplication of cost associated with developing/testing a new product that is not expected to be recovered through competition. It should be noted that a new competition to identify state-of-the-art technologies for law enforcement counterdrug operations in support of the TTP is planned beginning 3rd Qtr 2008. The applicable North American Industry Classification System (NAICS) Code is 334290, and the size standard is 750 employees. The anticipated period of performance will be approximately one year with an estimated value of $155K. Questions concerning this sole source contract action may be directed to Esther E.
