Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27. This action is not set aside for small business. The proposal is for purchase and delivery of the following: A tractor meeting the following specifications: 1. Tractor must be four (4) wheel drive 2. Tractor must have a hydrostatic transmission 3. Tractor must have a minimum of 44 horsepower 4. The tractor's engine must be diesel and have four (4) cyclinders 5. The tractor must have three (3) point hitch system with two (2) remote hydraulic control valve 6. Tractor's cab must be heated, air conditioned and contain a radio. 7. Tractor must be able to use a skid quick attachment that is able to quickly attach and detach a front loader 8. The lift capacity of the buck center should be at a minimum of 850 kg. 9. Rear PTO must be 540 rpm with Mid PTO at 2000 rpm 10. A flail mower must be included in the quote as an accessory 11. A loader with a minimum of a 72 inch bucket must be included in the quote as an accessory. Award shall be made to the offeror whose quote offers the lowest priced, technically acceptable offer to the Government. The following FAR Subpart 12 provisions and clauses are incorporated by reference: FAR 52.212-1 Instruction to Offerors-Commercial Item (JAN 2005). The following addenda is added to FAR 52.212-1 (1) Paragraph (b), Offer shall include unit price (as applicable) and proposed delivery for item (after receipt of a contract). Packaging, Packing, Marking: Each item shall be individually packaged to provide physical and mechanical protection during shipment, long-term storage in an environmentally cont rolled warehouse, and subsequent shipment to the end user. Items and materials sensitive to electromagnetic fields shall be suitably protected. The internal packing material shall be sufficient to prevent damage during shipment, handling and storag e. Preservation and protection shall be provided to prevent corrosion, deterioration or decay during warehouse storage for a period of one year. Each individual unit shall be marked with the vendor name, vendors part number item name and national stock number. Companies must have valid DUNS numbers and be registered with Central Contractor Registration (CCR) and shall provide the company Tax Information Number (TIN) with their offer.
