- USPFO of Louisiana intends to award sole source procurement to Martin-Baker America, Inc. 423 Walters Avenue, Johnstown, PA 15904. The award will be made for the purchase of the MBAI commercial passenger seats, 1 set, designed to support the personne l in the UH 72A for government officials conducting official business. This set is being procured for a trial to determine the suitability of the seats for Louisiana National Guard Operational support airlift and emergency response missions. This procureme nt is being made pursuant to 10 U.S.C. 2304(c) 1 and FAR Part 6.302-1, for other than full and open competition; only one responsible source and no other supplies or services will satisfy agency requirements. Martin-Baker is the only known source with an acceptable commercial seat for the UH 72A. All qualified sources must respond not later than 4 September, 1100 hours CST. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discr etion of the Government.
