- The Northern Region Contracting Center (NRCC) General Support Division (GSD) intends to award, on a sole source basis, a firm fixed price contract for services necessary to provide harbor port upgrades to the Vship Full Mission Bridge Simulator for t he Maritime Training Division, Transportation School, Fort Eustis, VA. NRCC GSD intends to procure the above services on a noncompetitive basis from Computer Sciences Corporation, the developer of the software currently utilized, in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, only one responsible sour ce and no other types of supplies or services will satisfy agency requirements. The Government intends to acquire a commercial service using FAR part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30PM (Eastern Time) o n 4 September 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a ful l and open basis, based upon responses to this notice, is solely within the discretion of the Government.
