Description
The Air Force Flight Test Center (AFFTC), Edwards AFB intends to solicit and award a sole source procurement for products needed in support of three remotely located tower weather stations. The Intent of Award is to Climatronics Corporation, 140 WILBUR PL STE 1, BOHEMIA, NY, 11716-2419; NOTE: The weather station system must be able to be integrated and interchangeable with existing systems in terms of frequency bandwidth, power output, power consumption and physical dimensions that are owned by Climatronics Corporation; STATEMENT OF WORK FOR INSTALLATION OF METEOROLOGICAL SYSTEM; The Downfall meteorological system will consist of three (3) remote sites located at Cowbell, Dagrag and Downfall Tower. Each remote site will consist of a 54 foot high tower instrumented at the 54 and 12 foot level. The towers will be hinged at the ground level and will include a winch-pole assembly that allows the towers to be lowered to the ground for maintenance purposes. Electronic interfaces, radio and data logger will be located in a NEMA-4X enclosure attached to the tower at a height that will allow convenient access from the ground. Each site will measure wind speed and wind direction and ambient temperature at the 54 and 12 foot levels, plus relative humidity and barometric pressure at the 12 foot level. Power for the remote sites will be provided by a 40 Watt solar panel and a 34 AH rechargeable battery. The remote sites will communicate with a PC at the downfall base station using 900 MHz spread spectrum radios. The tower instruments will be scanned by the remote site data loggers once every second and the base PC will update the weather data base information at predetermined time intervals. A graphic display of the current weather data, operator selectable from any one of the three sites, can be viewed on the base station PC. The base station PC will also automatically archive the data from the three sites at software selectable intervals. The Downfall system will be incorporated in to the AFRL RockNet meteorological system at a later date. This will require some modifications to both hardware and data logger programming; Vendor will: 1. Design, build, test and document the system at their factory; 2. Install the tower concrete foundations at the three remote site locations with coordination assistance from local Downfall personnel; 3. Assemble and erect the towers, install all instrumentation and communications equipment at the remote and base sites; 4. Power up and test the operation of the complete system at Downfall and turn the system over to the Downfall Tower operations personnel; Place of delivery and acceptance is Edwards AFB, CA 93524; Climatronics Corporation, 140 WILBUR PL STE 1, BOHEMIA, NY, 11716-2419 is the only known source that can satisfy the requirements of the Government at this time. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the items listed above. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by Close of Business (COB), 4 September 07, a Sole Source purchase order will be pursued with to Climatronics Corporation, 140 WILBUR PL STE 1, BOHEMIA, NY, 11716-2419.
