- Description
- The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The United States Coast Guard (USCG) intends to issue a sole source Task Order to L-3 Corporation under its existing GSA contract, under SIN 871-3 and 4, to integrate portions of the United States Navy (USN) 2F179 training device, with sections and equipment of the 2F179/B-Mod Upgrade trainer, as well as integration of the USCG defined user interfaces. NAICS number is 541330. The result is to provide the USCG with a training platform to train HC-130H CASPER Pallet Sensor System Operators (SSO) and Tactical System Operators (TSO). L-3 is the manufacturer for the 2F179 training device as well as the replacement device 2F179A. L-3 wrote the source code for creating these components. The contractor shall modify, test and relocate the trainer from NAS Willow Grove, PA, to the Aviation Training Center (ATC) Mobile, AL. The tasks shall be completed within 1 year from date of award. Written responses to this notice shall contain sufficient documentation to establish their capability to fulfill this requirement. Written responses to this notice shall be evaluated solely for the purpose of determining whether or not to conduct this requirement on a competitive basis. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
