Description
The National Cancer Institute (NCI) plans to procure on a sole source basis for services, Compiling and Evaluating Tobacco Surveillance Measures, in accordance with 13.106-(b)(1) with SUNY, University at Buffalo Research Foundation of SUNY, Sponsored Programs Administration; 402 Crofts Hall; Amherst, NY 14260. In order to reduce tobacco use and the subsequent morbidity and mortality caused by its use, scientists need to identify core measures in domains traditionally identified by epidemiologists as agent, host, vector, and environment. The agent (the agent or organism that causes disease) is the tobacco product. The host is the smoker or chewer/dipper or potential smoker, chewer, or dipper. The vector (the organism that distributes the agent) is the tobacco product manufacturer, marketing, and retail system. All three of these domains influence each other and are influenced by familial, social, economic, historical, political, legislative, and media factors. This work is proposed to compile and evaluate tobacco control measures which complements the work completed as part of a supplemental grant to Building the Evidence Base for Tobacco Control Policies (1 P50 CA111236-01). The purpose of this procurement is to compile and evaluate tobacco control measure for the NCI. The contractor shall: 1) Add approximately 42 additional tobacco control measures to the ToBIG database, identify source(s) of measures (where they were developed and tested, and identify where one can go to get more information about measures; 2) Perform updates for readability to approximately one third of questionnaire comparison spreadsheets and; 3) Write a report that describes the database, that will facilitate development of a ToBIG workspace/portal/interactive web-based tool. Period of Performance shall be from September 15, 2007 through September 14, 2008 SUNY - University at Buffalo Research Foundation and its researchers, Dr. Giovino and Dr. Wende are uniquely qualified to perform the duties required. Dr. Giovino is a Professor of Health Behavior and was previously Senior Research Scientist and Director of the Tobacco Control Research Program at Roswell Park Cancer Institute Division, Health Research, Inc. He has extensive and unique expertise related to tobacco control surveillance and has played a leading role in the field throughout most of his career. In addition, he has detailed knowledge of current survey methodologies and their strengths and weaknesses specifically related to tobacco control. Also, he has broad knowledge of the field that will enable him to identify measures and data sources. Dr. Karl Wende has done preliminary work on the database developed and has extensive knowledge of the systems involved. In summary, the experience and historical knowledge of SUNY University at Buffalo Research Foundation, its researchers, make them uniquely qualified to further NCIs mission to reduce morbidity and mortality due to tobacco use. This experience and expertise is not readily available within the research community. SUNY The University at Buffalo Research Foundation is the only source known to the NCI that can provide the services required. The North American Industry Classification System code is 541380 and the business size standard is $11M. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party has the unique capabilities, resources and personnel to perform the requirement. Capability statements must be received in the contracting office by 1:00 PM ET, on September 11, 2007. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
