- The Food and Drug Administration intends to award a sole source procurement to APPLIED BIOSYSTEMS GROUP located at 850 LINCOLN CENTRE DR, FOSTER CITY, CA 94404. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302. An award will be made five (5) calendar days from the date of this notice. Description of Acquisition: DNA sequencing chemicals from Applied Biosystems. Background: The items needed for the biotechnology core facility tasked with providing biotechnology services in support of CBER/FDA research and regulatory activities. Since the implementation of the DNA sequencing laboratory in 2003, the core facility has routinely processed thousands of DNA sequencing samples every month. The DNA sequencing chemicals and other items listed on this requisition have allowed the core facility to consistently produce high quality DNA sequencing data, without a single loss of sample. Maintaining this high quality performance requires the use of high quality chemicals. In addition to being available only from Applied Biosystems, the chemicals and other items listed on this requisition have helped the core facility in maintaining very high quality service over the years. Sole Source Justification: The chemicals and other items are needed for the operation of Applied Biosystems DNA sequencers model 3130XL. They have unique capabilities that are required for the efficient and optimum performance of the instruments; they have consistently given superior performance that resulted in the sequencing of highly complex DNA molecules isolated from cells or generated by polymerase chain reactions.Instrument optimum performance is an absolute requirement for meeting the high quality and time requirement of core facility users. The items being procured are available in specially packaged form, for direct installation on the DNA sequencers. They are available only from Applied Biosystems, the DNA sequencing instrument manufacturer. NO REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services, which will be considered if received by September 1, 2007. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. This announcement does not bind the government to any particular acquisition approach. All responses or questions regarding this posting must be in writing and can be sent via email to Dominique.Malone@fda.hhs.gov. No phone calls will be accepted. This sole source procurement will be awarded using Simplified Acquisition Procedures in accordance with FAR Part 13.
