Description
The purpose of this amenement is to attach the revised statement of work: STATEMENT OF WORK: I. BACKGROUND The Center for Devices and Radiological Health (CDRH), Food and Drug Administration (FDA) consists of a multidisciplinary group of professionals including engineers, scientists, nurses, clinicians, and other health and administrative professionals who are collectively dedicated to promoting and protecting public health. Our unique and diverse expertise enhances the effectiveness and impact of CDRH programs. CDRH recently completed a thorough review of its post market processes. The Post Market Transformation Leadership Team (PTLT) identified numerous issues to be addressed and developed a list of high priority recommendations for early action to be taken by the Center in order to address these issues and achieve post market transformation. The recommendations were in the following areas: 1.) Create a Culture of Collaboration 2.) Develop World Class Data Systems 3.) Enhance Risk/Benefit Communication Efforts, and 4.) Collaborate on Enforcement Strategies and Outcomes Under the recommendation for creating a culture of collaboration, CDRH is currently establishing a matrix organization structure of product oriented networks to complement the largely functional organization of the Center. As part of the implementation of the matrix organization structure, efforts will result in a need to facilitate greater information sharing and richer collaboration across the Center which will overlay *horizontal*, product-focused Networks on existing *vertical* functional Offices. The matrix calls for establishing product-based Networks that will include all of the products the Center regulates, plus several over-arching groups covering cross-cutting science and regulatory issues. Each Network will have a Network Leader and will be managed from the Center Director's office by an Associate Center Director. II. OBJECTIVE This project is intended to focus on OCER managers and how the Office will fit into the networks of the new matrix organization. This will also facilitate discussion to determine the knowledge, skills and abilities required of the networks, the number of network liaisons OCER will have, as well as to determine which functions should be a part of the new matrix. In order to keep pace with the deadlines and timeframes for availability of all key staff that are needed to participate in this initiative the training must take place as soon as possible. Due to the number of mangers attending this go away (approximately 35) scheduling issues made it such that November 12-14, 2007 is the only time that all could attend. It is also necessary that the venue provide accommodations and is within 50 to 100 miles within the DC Metro area. III. SCOPE OF WORK The Contractor shall perform the following: Phase 1: Project Kick-Off Upon contract award, the Contractor shall schedule a meeting to collaborate with Director, OCER, to develop a two-day retreat for OCER managers at the OCER/CDRH office located in the Rockville, Maryland area. A. The OCER Director will provide an overview discussion on the mission of the Post Market Transformation initiative and the goal(s) of the project. The Consultant shall submit a draft design to the Director, OCER, for input and approval which includes: broad objectives, deliverables and methodologies. Upon approval of the draft the Consultant will develop participant materials for the retreat and submit an original for duplication by CDRH/OCER. The Consultant will attend pre-meeting with Director, OCER and immediate staff in preparation for the retreat. Phase 2 Retreat: A. Based on the approval of the retreat strategy the Contractor shall design a unique two-day retreat program and location for the target audience. B.The consultant will facilitate the two-day retreat. IV. DELIVERABLES The project deliverables are specified below: DELIVERABLE FORMAT Project Plan Written and presented Retreat Strategy/Design Written and presented Retreat materials Written and presented Secure Facility Must be secured for 35 people for dates November 12-14, at a facility that can provide accommodations no more than 100 miles outside of the DC Metro area Facilitate retreat The final product(s) are property of the U.S. Government and cannot be resold or reproduced without prior written approval from the Project Officer. CDRH may use all materials in the future for other internal audiences. V. PERIOD OF PERFORMANCE The project start date shall be no later than September 30, 2007. The period of performance is through September 27, 2007 through March 28, 2008. VI. PAYMENT SCHEDULE A progress payment schedule will be used to recognize the work that has been done toward completion of the total effort. This will ensure that the Contractor has sufficient financing to complete the work. As required by the Prompt Pay Act of 1982, payments shall be made within 30 days of receipt of proper invoice and acceptance of work. All payments are subject to the approval of the Project Officer. The Contractor shall invoice the Government (and provide a copy to the Project Officer) based on the terms of the purchase order. The payment schedule will be based on completion of each phase, and final payment will be made upon completion of the project and acceptance by the Project Officer. **PLEASE NOTE the closing date is not affected by this amenemnet, it remains as 2:00pm EST, September 4, 2007
