- R--Appraisal services required for 19 right-of way appraisals and 3 right-of-way appraisals of culturally sensitive properties. The parcels of land are located on the Pine Ridge Indian Reservation, Wounded Knee Battle Site and adjacent area referred to as Wounded Knee National Historic Landmark. The appraisal must be in the BIA Format, fit the USPAP criteria, contain a certification, general description of the area, discussion of the properties use, highest and best use, comparable land sales, photography of each tract, determine owner/tenant occupancy, owner/tenant improvements, conclusion of Fair Market Value and an addendum. It is a requirement that the appraiser is certified and each appraisal must contain a certificate of the appraiser. The appraiser must meet the State and Federal qualifications for licenses and certification. Fee appraisers should have verifiable specific appraisal experience in the type of property they are engaged to appraise.
