- Under the authority of Federal Acquisition Regulation (FAR) Sub-Part 13.5, the U.S. Army RDECOM AC, Natick Contracting Division, Kansas Street, Natick, MA on behalf of the United States Natick Clothing and Textile Research Facility, Natick, MA intend s to negotiate and award a purchase order on a sole source basis with Measurement Technology Northwest (MTNW), Inc., 4211 24th Ave. W, Seattle, WA 98199-1214, to provide an 8-zone Thermal Manikin Head with Fabric Skin Sweating System. MTNW is the manufact urer of the current thermal hand and thermal manikins currently in use by the Navy Clothing and Textile Research Facility. Because of this, it allows for the interchangeability of current equipment with new and also the same accuracy in readings between o ld and new equipment. Nothing herein should be misconstrued as a request for proposal. No solicitation document is available. See Note 22 which reduces the response time to 5 days.
