- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This Combined Synopsis/Solicitation is issued as a request for quotation (RFQ) W91F4672070002. (iii) This Combined Synopsis/Solicitation and the provisions and clauses incorporated ar e those in effect through Federal Acquisition Circular (FAC) 2005-16. (iv) This acquisition is a Small Business Set-aside, Size standards 500 Employees. The applicable NAICS is 713940. (v) The items requested are as follows: ITEM NUMBER 1, Design, engineer, and install CLIMBING WALL in an old racquetball court. The wall will be 78.5 ft wide and 19.63 ft high for a total climbing area of 1540.56 ft squared. The wall will be made up of an imprint panel system which includes im print panels, pinch pipe substructure, standard belay anchors and fasteners. Crack panels with custom steel, modular holds and substructure will be included. Climbing wall can be custom designed and modeled by vendor, there is no set number of handholds, etc, but final approval will come from the requestor. Included in the contract will be the necessary equipment to use the wall, including all equipment such as top rope anchors and lead hardware (32.5 super slings TOE, 32 3/8 quick links, 32 wire gate steel carabineers), delay devices (16 Petzi-Gri-Gri belay devices, 16 steel auto lock carabineers), ropes (320 meters of Gym rope), harnesses (32 adjustable harnesses S-XL), special flooring (41 x 54 x 5 thick EP interchangeable flooring mats) and labor costs associated with the design and installation. The structure will have at least a one-year warranty. Contract shall include design, engineering, materials, shipping, handling, crates, crew, travel, and training costs. Maintenance and owners manual will be provided upon completion of installation. Selected vendor will coordinate with requestor through out design process to insure that all the necessary arrangements have been made by the requestor and the selected vendor prior to the actual installat ion to come as close to the estimated price as possible. Necessary arrangements include meeting all necessary safety codes, fire codes, licenses, etc. Shipping and installation will be at Ft. Greely, Alaska 99731. The 52.212-1, Instructions to Offerors, Commercial, applies to this acquisition, along with the following addenda. (ix) Offers will be evaluated using the following evaluation factors, technically acceptable, price and delivery time. The contract will be awarded to the offeror that provides th e best value to the government. (x) All offers must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications, Commercial Items (Alt I) (xi) The clause at 52.212-4, Contract terms and Conditions Commercial Items ap plies to this acquisition along with the following addenda: 52.219-1, Small Business Program Representations (Apr 2002).
