- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is HSFEMS-07-Q-0024 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-19. The North American Industry Classification System (NAICS) number is 562991. The SBA size standard in millions of dollars is $6.5. This is 100% set-aside for Small Business firms located in the state of Mississippi. The FEMA Biloxi TRO has a requirement for portable toilets serviced three times per week and pumping and draining services to pump and drain bladders on travel trailers and mobile homes. The rental of one or more of the portable toilets may be discontinued as the Government?s needs change. For that reason, it is requested that contractors provide a monthly price per unit. CLIN 0001: Provide Seven Standard Portable Toilets with servicing three times per week for the Purvis, MS Site located at Purvis Staging Area, 246 Purvis Brooklyn Road, Purvis, MS 39475.. . CLIN 0002: Provide one ADA Portable Toilet with servicing three times per week for the Purvis, MS Site located at Purvis Staging Area, 246 Purvis Brooklyn Road, Purvis, MS 39475.. . CLIN 0003: Provide Three Standard Portable Toilets with servicing three times per week at the Carnes, MS Site located at Carnes Staging Area, 2000 Carnes Road, Brooklyn, MS 39425. . CLIN 0004: Provide Four Standard Portable Toilets with servicing three times per week at the Columbia, MS Site located at Columbia Staging Area, 1817 Highway 43, Columbia, MS 39429. . CLIN 0005: Provide one ADA Portable Toilet with servicing three times per week for the Columbia, MS Site located at Columbia Staging Area, 1817 Highway 43, Columbia, MS 39429. . CLIN 0006: Provide Four Standard Portable Toilets with servicing three times per week at the Lumberton, MS Site located at Lumberton Staging Area, 86 Grady Brown Road, Lumberton, MS 39455. . CLIN 0007: Provide one ADA Portable Toilet with servicing three times per week for the Lumberton, MS Site located at Lumberton Staging Area, 86 Grady Brown Road, Lumberton, MS 39455. . CLIN 0008: Services to pump and drain waste bladders/holding tanks on travel trailers and mobile homes at all locations listed above. These services will average approximately 25 units per month. DELIVERY: Within Five (5) workdays of award The provisions at FAR 52.212.1, Instructions to Offerors-Commercial Items; the provisions at FAR 52-212-3, Offeror Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items and FAR 52.226-3, Disaster or Emergency Area Representation; and FAR 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. The following FAR clauses identified in FAR Clause 52-212-5 are applicable to this acquisition: 52.219-6, Notice of Total Small Business Set-Aside; 52.222-3, Convict Labor; 52.222-19, Child Labor; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52-225-1, Buy American Act---Supplies; 52-225-13, Restrictions on Certain Foreign Purchases; 52-226-4, Notice of Disaster or Emergency Area Set-Aside; and 52-226-5, Restrictions on Subcontracting Outside Disaster or Emergency Area. A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items shall be included with the offeror?s quote. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead; formal quote form, etc; but must include the following information: (1) Pricing; (2) Company Tax Information and DUNS Number. CCR Requirement?Contractors must be registered on Central Contractor Registration (CCR) before an award can be made to them.
