Description
Amendment 1 to RFQ 0193132. The purpose of this amendment is to post responses to questions received regarding this RFQ. Questions and responses are provided below: 1. The data will be captured at our location if lower cost? A: Data will be captured at the contractors location. 2. Is there any benefit to doing the capture in Quantico Va., or in other actual locations? A: This request for quotes is specifically for optical (not gyroscopic or mechanical) motion capture. The actual locations in Quantico, VA are buildings with solid, opaque walls that would occlude the line-of-sight of optical motion-capture cameras. Therefore, using the actual locations is not feasible. 3. Is there any benefit to doing parts of the capture outdoors? A: No. The motions to be captured are all interior scenes (straight stairway, commercial stairway, hallways). There is no need to capture outdoors. 4. The time lists are in seconds of data? 1 person at 160 seconds, 2 persons at 1110 seconds representing 2220 seconds of data and 3 persons at 480 seconds representing 1440 seconds of data for a total of 3820 seconds of data? A: That is correct. All the times are given in character-seconds, not scene-seconds. 5. Usually several takes are done of each sequence and only the preferred takes are cleaned up. Since our system automatically cleans up the data, is there an achieved cost benefit for having all of the takes cleaned? This would increase the effective number of seconds by a factor of 4 or more at no additional charge. A: No. The takes that are chosen for clean-up will be the takes where the motions were tactically correct. There is no benefit to receiving motion data from the incorrect takes. 6. Are there any dangerous stunts such as falling off the stairs or any motions requiring special liability insurance? A: No. As long as the sets are sturdy and constructed properly by the contractor, we do not anticipate anyone falling off the stairs. 7. Is Autodesk Motion Builder suitable for real time data preview? If so, does the animation team have a copy or should we include the $4,200 cost in the bid? A: The animation team does not expect to have to provide the contractor with any software that is necessary to meet the requirements of the contract. The contractor should have sufficient resources in-house to display a real-time preview of the animation while the motions are being captured. 8. Any preferred format for the Video/Sound Reference? Tape? AVI file? A: The preferred format for the video/sound reference is a separate WMV file for each take of the animation (high quality, 640x480 resolution or better, 2MB/sec data rate). 9. Is a sample list of intended motions available? A: Yes, the list is available upon request. 10. Would the FBI desire a copy of the client data preview and selection software for review? A: Yes, if they are available. 11. Would the FBI desire a sample of data? A: Yes, in .csm format, if one is available. 12. Would sample characters and scenes / sets be provided to use in the real time preview? If so what is the typical data file size? A: Three character models, rigged to the standard character studio biped using the Skin modifier will be provided in .max files for the real-time preview. Three building models (the "sets") will be provided as .max files. The character models are approximately 5,500 triangles using .dds format texture files totaling 16MB in size on disk. The townhouse model with straight stairs is 2,488 triangles. The commercial stairs model is 1,749 triangles. 13. Usually during shoots, new ideas are collected and if time is available captured. Is there a benefit to including this in the rate? A: The contractor should bid based on the number of character seconds given in the request for quote. 14. How many frames per second do they want the output data if captured at 120 to 480 hertz? Usually this is 30 hertz and down sampled from 480. A: 30 frames per second is the desired output data rate. 15. Would the Government like past performance references: A: Yes, if available. END AMENDMENT 1///////////////////////////////// PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number 0193132. The NAICS Code for this requirement is 541990, All Other Professional, Scientific, and Technical Services; with a size standard of $6.5 million. This requirement is a 100% small business set-aside. The resultant contract will be a firm-fixed price contract (studio time, staging, etc), with a Not-to-Exceed ceiling for animation services (based on the estimated number of seconds). The requirement is for studio time to acquire motion capture data that can be used to create and develop simulation training. Motion capture data created during studio time shall be delivered as the final product. The successful Offeror WILL NOT create a simulation as a result of this solicitation. The FBI will require 2 days of studio time. The contractor must allow the FBI to supply their own subject matter experts to perform as actors. There will be three actors. The estimated number of seconds for each actor is 160 seconds for actor one-actor full body (not including face) animation data. 1,110 seconds for actor two-actor full body (not including face) animation data and 480 seconds for actor three-actor full body (not including face) animation data. Additional motion capture requirements are as follows: 1. Provide optical motion-capture services, including: character set-up, a team to operate the motion-capture equipment, and studio space to capture motions in. 2. Provide accuracy in motion capture at least equivalent to or better than the capabilities of the Vicon MX40 camera (10-bit grayscale, 2352 x 1728 pixels, full resolution capture at 166 frames per second). 3. Support a capture volume of at least 20 feet wide, 20 feet long and 20 feet tall. 4. Support the simultaneous capture of at least 3 actors on the same stage. 5. Be capable of tracking rigid props at the same time as human motion. 6. Be capable of building sets for the motions to be captured on, to include a straight staircase with a 10 foot by 10 foot platform at the top capable of supporting the weight of 3 average adult males and a commercial stairway (flight of stairs, landing, another flight of stairs going the other way) capable of supporting the weight of 3 average adult males. 7. Be capable of displaying a real-time 3D render of the characters and environment model on-screen in the studio as the motions are being captured, to enable the animation director to verify that the motions are correct. 8. Provide a single-angle digital video reference of the capture session with audio. 9. Provide client software that allows the government customer to preview all the captured data and choose the starting and stopping points in the data stream for clean-up and post-processing. 10. Provide post-processing data clean-up services for all motion capture data. 11. Deliver a useable final product in 3ds Max Character Studio format (.csm files) that can be applied to characters and modified in Autodesk's 3D Studio Max application. 12. Provide a turn-around time of less than 2 months from motion capture date to final delivery of output files. Quotes shall include all shipping costs as applicable. All deliveries under this requirement will be FOB destination. Responses shall be submitted via electronic submission to Lauren Yates at lgyates@fbiacademy.edu. The due date for responses to this RFQ is on or before August 28, 2007 at 2:00 pm Eastern Daylight Time. Responses must be marked as follows: "RFQ 0193132." All correspondence regarding this requirement must be submitted to Lauren Yates via email. Quotes shall include a point of contact, contractor DUN's number and TIN number. This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-18. The provision at FAR Clause 52.212-1, Instructions to Offerors (Sept 2006) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to lgyates@fbiacademy.edu." Provision 52.212-2, Evaluation - Commercial Items is incorporated by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offeror. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items is incorporated.
