- NASA/GRC has a requirement for updating Free-Piston Stirling Engine Dynamic (STIRDYN) Code Modification and Development. NASA requires the STIRDYN Code and Users Manual, transmission of the code, and code conversion which updates the STIRDYN code from Fortran 77 to Fortran 90 before transmittal of the code to NASA. NASA/GRC intends to negotiate with Foster-Miller, Inc. for the update of the STIRDYN computer code for use in design and modeling of Stirling engine dynamics because they are the only source who can meet the above requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/27/2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
