- Description
- The purpose of this modification to a previous notice (dated 08FEB07) is to post the new Synopsis/Pre-solicitation Notice. The Government intends to negotiate a performance-based Indefinite Delivery Indefinite Quantity type contract with Time and Materials/Firm Fixed pricing structure for professional, technical and analytical support services as required by the Navy Information Operations Command (NIOC NORFOLK) Norfolk, Virginia. The Government reserves the right to make multiple awards. This requirement will be solicited under Full and Open Competition. The Contracting Officer will strictly avoid conflicts of interest in the Government-contractor relationship(s) that might result from this procurement by disqualifying any potential offeror who has a conflict of interest or even the appearance of a conflict of interest, such as an organizational conflict of interest, at the prime contractor level an the subcontractor level. A small business subcontracting plan will be required as part of the response to the solicitation. The subcontracting goal for this procurement is for 30% of the total contract dollars to be subcontracted to small businesses, small disadvantaged businesses, woman-owned small businesses, HubZone small businesses, veteran owned small businesses, and service disabled veteran owned small businesses. The resulting contract will have a period of performance from the date of award through 12 months thereafter and contain provisions for four (4) one-year option periods. The FSC Code is D314 and the NAICS code is 541611. Potential offerors should note that this requirement will be subject to the Service Contract Act and that some of the labor categories will require compliance with a current Department of Labor wage determination. The primary organization for this support is NIOC NORFOLK, Naval Amphibious Base, Little Creek, VA and subordinate commands NIOC San Diego, CA and NIOC Whidbey Island, WA with additional support to the Naval Network Warfare Command (NNWC) and the Navy Cyber Defense Operations Command (NCDOC.) This support encompasses the mission areas of Information Operations (IO) and Information Warfare (IW) and includes support for missions, functions and tasks related to: Electronic Warfare, Operations Security, Psychological Operations, Military Deception and Computer Network Operations (CNO); Fleet training; strategic, operational and tactical planning; operational support and reachback; functional data management; Fleet IO requirements; experimentation; tactics evaluation; doctrine development; systems assessment; information technology management and administration; engineering and technical; and management and professional support services. Potential offerors are hereby notified that the solicitation and any subsequent amendments to the solicitation will only be available by downloading the documents at http://www.fbo.gov (the Federal Business Opportunities Website- FedBizOpps.) This office no longer issues hard copy solicitations. By submitting a proposal, the contractor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. Failure to so represent may be grounds for refusing to accept the proposal. It is anticipated that the Request for Proposal (RFP) will be posted on or about 07 September 2007. Selection of the awardee(s) will be made on a best-value basis; price and other factors will be considered.
