- THIS SOLICITATION IS BEING ADVERTISED AS A SMALL BUSINESS SET ASIDE. The NAICS code for this Request for Quotation is 541380 Testing Laboratories. The size standard is $11 Million. This will be a Commercial Simplified Acquisition. This procurement shall require the offer to furnish all supervision, labor, materials, equipment, required testing, laboratory support, reports and incidentals necessary to perform laboratory analysis for storm water, wastewater, drinking water, and hazard waste profiling, to include courier services, at the MARINE CORPS MOUNTAIN WARFARE TRAINING CENTER (MCMWTC), BRIDGEPORT, CA. Proposer shall provide appropriate notification of any result above MCLs (minimum contamination level), PHG (public health goal), or bacteriological exceedence on drinking water. The notification shall be made in accordance with regulatory requirements. This procurement will include a base and two option years. The Government will award a Firm Fixed Price Contract resulting from this solicitation to the responsible, responsive proposer whose proposal conforms to the solicitation and is considered to be the Low Price Technically Acceptable Value to the government, price and technical factors considered. Proposers will be evaluated on FACTOR 1: Technical Expertise, FACTOR 2: Proximity, FACTOR 3: Past Performance, FACTOR 4: Price. The Government reserves the right to reject any or all proposals at any time prior to award or to negotiate with any or all proposers. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED, therefore proposals should be submitted initially on the most favorable terns. Proposers should not assume they will be contacted or afforded an opportunity to qualify, discuss or revise their proposals. The Government intends to issue the solicitation on our website at http://www.esol.havfac.navy.mil no later than 29 August 2007 with a proposal due date of 14 September 2007. No site visit will be held. RFI?s will not be accepted after 7 September 2007. Any Amendments will also be posted on ESOL. IT IS THE OFFEROR?S RESPONSIBILITY TO CHECK THE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. In order to participate in this procurement, all offerors MUST be registered in the Contractors Central Registration (CCR). The website for CCR is http://www.ccr.gov. A contract cannot be awarded to a contractor that has not submitted a required annual form VETS-100. Federal requirements of 38U.S.C.4212(d) for that fiscal year.
