Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Viasys Respiratory Care, Inc., 22745 Savi Ranch Pkwy, Yorba Linda, CA 92887-4668 as the only responsible source that can provide FDA Approved VMAX Encore 29N Indirect Calorimetry System, model VS 2911, and required accessory components of the same manufacturer. Viasys is also the only responsible source that manufactures the Acquisition Stn 1 Bed Cephalo Ver 7, PN 776630-101. This acquisition is being conducted under the FAR 13.5 test procedures for commercial items. Provisions and clauses in effect through Federal Acquisition Circular 2005-18 are incorporated. NAICS 334510 (Size Standard - 500 Employees for purposes of reporting contact action). The requirement is for Quantity one (1): VMAX ENCORE 29N Vmax Encore, VS 2911, Indirect Calorimetry System (EPA Clearance to Market 510(k): K942211) Indirect Calorimetry Testing Reports & Software: Energy Expenditure, Steady State Evaluation, Oxygen Consumption, Carbon Dioxide Production, Minute Ventilation, Dilution (Flow-by), Mixing Chamber or Breath-By Breath Gas Analysis, Vision Software Programs Include Extensive Help Menus and Computer Instruction Tutorial Presented in a User Friendly MicrosoftTM Windows Menu Environment, Data Base Management with Graphic Presentations, Quality Assurance Monitoring. National Naval Medical Center (NNMC) Bethesda, Md has a requirement for the VMAX Encore 29N Indirect Calorimetry System, model VS 2911, and the required accessories; a Sleep Diagnostic System, the Acquisition Stn 1 Bed Cephalo Ver 7, PN 776630-101, and the SomnoStart Pro Report Center. These systems will be used to diagnose and treat hospitalized patients. The VMAX Encore 29N System is an Indirect Calorimetry System that is a reliable method of nutritional assessment of patients. Patients, especially individuals suffering from severe battle injuries, are at risk of significant malnutrition. These patients require the specialized capabilities of the VMAX 29N to assess their protein stores and energy expenditures to properly guide the delivery of appropriate nutrition. Normal equations used to estimate energy expenditure is insufficient to accurately diagnose seriously injured patients, who may be hypo- or hypermetabolic. The VMAX 29N accurately measures the patient's energy usage by a gas-exchange method of indirect calorimetry - the measuring of Oxygen consumed and CO2 produced, and this system is patient convenient as it has a mobile metabolic cart for bedside use. The Viasys VMAX Encore is equipped with a canopy attachment that allows for testing of neonates. Other systems found have no capacity for testing neonates. The VMAX 29N is the only manufacturer that can be used as it is expanding the existing NNMC equipment, a non-mobile unit of the same manufacturer in the Pulmonary Department, which needs to be compatible for software interoperability and user training. Based on the above information, the only technically acceptable Indirect Calorimetry System is the Indirect Calorimetry System manufactured by Viasys Respiratory Care. In addition to the VMAX Encore 29N Systems, the Navy requires Quantity four (4): ACQUISITION STN 1 BED CEPHALO VER 7, PN 776630-101 - 1-bed Diagnostic Sleep System with Cephalo Pro amplifier and version 7 software. Perform PSG/MSLT/MWT/ & NPT, including HEART RATE VARIABILITY technology- The only company to measure the heart's sympathetic response to OSA, graphs both bradycardia and tachycardia over time. Advanced HRV plots that separate HR responses by stage and pre and post treatment. Cephalo Amplifier - USB amplifier with on-board POX; 40 channels including 8 DC/ 23 referential / 9 differential; Collection rate up to 1000 Hz :: Display up to 64 channels per bed, move channels, re-reference & filter pre/post acquisition. On screen tech notes, bi-directional scrolling, auto-assist scoring. Includes basic LabManager for schedules & reports, Reference Manual, and isolation transformer. The Navy is upgrading the capacity from 6 to 8 with this procurement (replacing 2 and adding 2). It is essential that Sleep Lab expansion retain the same sleep disorder diagnosis system to ensure consistent measurements, results, and corelating integrity across the several visits patients undergo required for their diagnosis. Viasys Healthcare is the only responsible source capable of expanding its proprietary system. Based on the above information, the only technically acceptable Acquisition Stn 1 Bed Cephalo Ver 7 System is the Acquisition Stn 1 Bed Cephalo Ver 7 manufactured by Viasys Respiratory Care. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same product. Capability statement offered must be for complete systems to be considered. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
