- This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation HAQ073019 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-17. All responsible sources may submit a quote which will be considered. This solicitation is set aside for small business concerns. See Numbered Note(s): 1. NAICS code 424720; size standard of 100 employees. This will be a firm fixed-price with economic price adjustment, indefinite delivery-indefinite quantity (IDIQ) contract for the Bureau of Land Management, 100 Oregon Street, Vale, Oregon, 97918. MINIMUM/MAXIMUM ORDERS: Minimum services to be rendered will not be less than $10,000 for the contract. The maximum amount of services to be rendered shall be no more than $100,000 for the contract. Delivery orders will be issued against the resultant contract(s). The contractor shall perform no work prior to receipt of a delivery order. SUPPLY AND DELIVER - Item 1: Supply off-road diesel fuel #2, red-dyed. DELIVERY LOCATION AND ACCEPTANCE: Fuel shall be delivered to 5 locations. To view the locations and maps go to: http://www.blm.gov/or/procurement/awards.php. Current rate of usage has been 500-700 gallons/day, working 14 days straight. Project is expected to end approximately September 30, 2008. Government will place oral orders to the contractor no less than 36 hours in advance of needed supply. Performance - Contractor shall furnish one (1) copy of delivery ticket(s) for each delivery made. Tickets shall contain the following information: a) Contractor's name and address; b) Delivery date; c) Quantity delivered with unit and total prices; d) The Contracting Officer's Representative (COR) or Project Inspector (PI) will sign the delivery ticket and provide two copies to the Government. The Government will pay the Contractor upon receipt of a proper invoice with supporting tickets on quantities accepted by the Government. Acceptance - Final inspection and acceptance of supplies will be made by the Government at the place of delivery. SUBMITTALS: Offers shall submit signed and dated offers, either on a SF1449 or letterhead stationary. Identify payment discount terms. For instance, a 3% economic price adjustment factor is shown as 3% (rather than 103% or 1.03). Note that the economic price adjustment percentage can be either negative or positive. The factors stated will be compounded each period. If no percentage is entered, future period prices will be the same as base period prices. Offeror's economic price adjustment percentage(s): 12/1/2007 - 3/31/2008 ___________ 4/1/2008 - 6/30/2008 ___________ 7/1/2008 - 9/30/2008___________. EVALUATION FACTORS FOR AWARD: Award will be made on an all or none basis to the responsible firm whose quote is most advantageous to the Government, price and other factors considered. Other factors for this solicitation include past performance of the quoter. Past performance information may be based on the Government's knowledge of and previous experience with the quoter, or other reasonable basis. QUOTATIONS SHALL INCLUDE: 1) Item number and price per gallon. Quotes shall be sent to Bureau of Land Management, Oregon State Office (OR-952), P.O.
