Description
Beginning Statement: The original synopsis posted on 25 July 2007 is modified to add all of the following information: A Site Visit for proposers has been scheduled for 0900 hrs on 13 September 2007. The purpose of the site visit is to familiarize the proposers with the existing and future Industrial Wastewater Treatment Plant (IWTP) site. Attendance at the site visit is not mandatory. The following conditions regard this site visit: 1. No questions will be answered at the site visit. Any proposer questions must be submitted via the formal RFI (Request for Information) process described in the solicitation. 2. The Government will formally respond to RFI's via posting to the following link: http://www.sam.usace.army.mil/ct/projects/misc/07R0054rfis.pdf RFI's requiring an amendment will be answered via an official amendment to the RFP. 3. All RFI's must be faxed to Mrs. Marie Klusman at 251/694-3626 not later than 4:00 PM CDT, 20 September 2007. No RFI will be answered that is received after that date. 4. No advance briefing will be presented, but the Government will explain the function of each portion of the existing facility as each aspect of the existing facility is visited, and will explain the concept behind the site plan of the new facility duri ng that portion of the site visit. 5. No minutes of the site visit will be issued, since no questions will be answered at the visit and no presentations will be made. 6. Attendance will be limited to a maximum of four (4) personnel from each proposer. 7. No foreign nationals will be allowed on the site visit. 8. No person having an outstanding arrest warrant or traffic ticket will be allowed on the site visit. 9. Attendees for the site visit should check in at the Main Gate Pass and ID Office, Anniston Army Depot no later than 7:30 AM CDT. 10. Attendees will be escorted to the sites via Government bus promptly at 9:00 AM. No personal vehicles will be allowed on the site visit. 11. No cameras or camera capable cell phones will be allowed on the visit. Any camera or camera capable cell phone found on the visit will be confiscated. 12. Proposers wishing to attend the site visit will be required to complete the Personal Data Questionnaire, SIOAN Form 380-2, which may be downloaded at http://www.sam.usace.army.mil/ct/projects/misc/visitform380-2.pdf A Form must be completed for each attendee and submitted to Mrs. Melinda Bramlett via email at melinda.h.bramlett@sam.usace.army.mil, telephone 251-441-5591, no later than 4:00 PM CDT on September 4, 2007. Attendees shall include with the form a letter, o n company letterhead, providing the following for each attendee: their full given name (no nicknames), name of the company that they represent, date of birth, place of birth, security clearance (if any), social security number, and driver's license number (including state of issuance). A letter regarding bonding capacity shall also be required, as specified in paragraph 12 below. Requests for attendance received after the time and date shown above will not be accepted. The Forms 380-2, company letter giv ing attendee information, and letter regarding bonding shall all be submitted at the same time. No partial submittals will be accepted. 13. Along with the Personal Data Questionnaire and letter required in paragraph 12 above, the prime contractors must provide the Government a letter from their surety validating bonding capability for this project in the sum of $26,000,000. 14. Due to Base Security requirements and limited field staff available for construction contractor site visits, this scheduled site visit will be the only one offered during Phase 1. A separate site visit will be held for successful proposers and their subcontractors during the Phase 2 advertising period. Individual requests for site visits will not be granted for either Phase 1 or Phase 2. 15. The proposal receipt time and date for Phase I are exte nded to 2:00 PM CDT on 10 October 2007.
