Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined Synopsis and solicitation. The bid package will be posted to https://acquisition.army.mil/asfi/gov_personnel_main.cfm Subject: Janitorial Services at Whiteman Project Office. This solicitation contains a base period plus three option periods. Janitorial Services at Whitemans Missouri Area Office, MO has a requirement for Janitorial Services at the following areas: Janitorial Services for Whiteman Project Office. Period of Performance begins 01 October 2007 through 30 September 2008. This proc urement is Best Value, Request for Quotes (RFQ) for Commercial Item/Services and is totally set-aside for small business concerns. This solicitation contains a base period plus three option periods. The Contractor shall provide all manpower, equipment, t ools, supervision and other items and services necessary to provide Janitorial Services for the U. S. Army Corps of Engineers, Whiteman Office, as described in the performance of work statement. This solicitation contains a base period plus four option per iods. The base year period of performance runs from 01 October 2007 to 30 September 2008. The period of performance for Option period 1 runs from 01 OCT 2008 to 30 September 2009. The period of performance for option period 2 runs from 01 OCT 2009 to 30 Se ptember 2010. The period of performance for option period 3 runs from 01 OCT 2010 to 30 September 2011. The government will award a contract from this request for quotes to the responsible offeror whose offer conforming to the solicitation will be most ad vantageous to the government, price, experience and past performance considered. For evaluation purposes price, experience and past performance will all be weighted the same. The standard industrial code is 7349. The NAICS code is 561720. All responsible s ources may submit an offer, which will be considered by this agency. The solicitation will be posted on or about August 3, 2007. SCOPE OF WORK Janitorial Services, Whiteman Resident Office The services to be furnished under this contract will consist of all cleaning and janitorial services necessary to maintain space in a clean and orderly condition in accordance with the general commercial practices. The service will include, but not be li mited to: sweeping, scrubbing, waxing floors, and disposal of waste paper, etc. TECHNICAL SPECIFICATION 1. LOCATION OF FACILITY TO BE SERVICED: Janitorial Services, Whiteman Resident Office located at Whiteman Air Force Base, Missouri, 930 Arnold Avenue, Building 705, Whiteman Air Force Base, Missouri. 2. DESCRIPTION OF WORK a. The services to be furnished under this contract shall consist of all cleaning and janitorial services necessary to maintain space in a clean and orderly condition in accordance with the general commercial practices. The service will include, but not be limited to: sweeping, scrubbing, waxing floors, and disposal of waste paper, etc. The said space consists of: 1. Approximately 13 office areas. 2. Two conference areas. 3. One break room. 4. The total space is approximately 3,400 square feet. b. The services required by this contract will be performed in accordance with the attached work standards and performed in a strictly first-class manner. c. The services covered by the contract shall be performed five (5) days per week, Monday through Friday, between the hours of 4:30 pm and 7:30 am, except where otherwise provided for herein at such times and in such manners a s not to interfere with office operations, as directed by the Resident Engineer. d. All supplies, materials, and equipment, including a household type vacuum cleaner; and miscellaneous cleaning supplies will be furnished and maintained by the contractor. e. The restrooms are excluded from this scope of work as they are covered under a janitorial contract maintained by the Air Force. The main hallway is also under the same contract, so coordination must be made with said Air Force janitorial contractor so as to not duplicate sweeping, mopping and stripping/waxing duties. Air Force janitorial contractor contact information will be provided by the Corps of Engineers. 3. WORK STANDARDS FOR JANITORIAL SERVICES-CLEANUP DUTIES a. Basic Duties  Daily Tasks  except Saturdays, Sundays, and Holidays 1. Vacuum all carpet. 2. Empty wastebaskets. Trash bags shall be replaced daily if there are sticky substances, liquid, food, or odor causing garbage in them. Otherwise, new trash bags shall be replaced in wastebaskets weekly that have had only paper in them. 3. Trash should be removed from premises and disposed of in accordance with WAFB ordinances. 4. Provide and install incandescent light bulbs and/or florescent tubes, as required, on the days the janitorial services are performed. 5. Clean glass on Corps of Engineers entrance door and the glass sidelight in the doorway to the mail/copy room. 6. Sweep tile floor in break room and tile inset into mail/copy room. 7. Sweep tile floor in main hallway. Coordinate with Air Force janitorial contractor as to which days of the week so as to not duplicate duties. b. Biweekly Duties 1. Sweep tile floor in main hallway. Coordinate with Air Force janitorial contractor as to which days of the week so as to not duplicate duties. 2. Wet mop tile floors. Coordinate with Air Force janitorial contractor as to which days of the week so as to not duplicate duties 3. Dust furniture (except desktops and computers), windowsills, file cabinets and similar horizontal surfaces. c. Monthly Duties 1. Dust light fixtures and other high objects 2. Dust Venetian and mini blinds. 3. Clean inside of windows on west side of building. 4. Scour trash receptacles. d. Semiannual Duties 1. Shampoo and clean carpet as directed. e. Annual Duties 1. Wash Venetian and mini blinds as directed. 2. Clean drapes as directed. 3. Strip and wax tile floors as directed by office assistant. Coordination will be made with Air Force janitorial contractor so that duty will be done during the opposite season. 4. STANDARDS OF PERFORMANCE  CLEANING SERVICES a. Sweeping and Dry Mopping Standards 1. Tools used shall not disfigure baseboards, furniture, and equipment. 2. Floors shall show no dust streaks, and no dust shall be left under furniture or behind doors. Furniture shall be put back in place and rooms shall appear orderly and well cared for. 3. Sweeping compounds shall not be used on wax floors. b. Wet Mopping Standards 1. Only small areas of floors shall be mopped at one time and in such a manner that the least amount of water necessary to do the job is used and the water is left on the floors just long enough to loosen the dirt. Wash and rinse water shall be changed fr equently. 2. Water seepage under baseboards and file cabinets, bumping with tools, and splashing of water on baseboards and file cabinets or equipment shall be avoided. 3. Mopping in hard-to-reach places shall be done by hand. c. Dusting Standards 1. Dusting shall include, but shall not be limited to, all horizontal surfaces. 2. Equipment such as computers, typewriters, adding machines, calculating machines and radio equipment shall not be dusted. 3. Displays shall be dusted with appropriate cleaning cloths, and special care shall be taken to avoid damaging fragile and breakable displays. 4. Venetian blinds shall be dusted with appropriate dust cloth s. 5. Wall paneling shall be wiped down with treated dust cloths to remove accumulated dust. 6. Pictures hanging on walls shall be dusted and glass cleaned. When completed, pictures shall be adjusted to a level position. d. Carpet Cleaning Standards 1. Carpet shall be vacuumed free of all loose dirt and lint. 2. Spots shall be completely removed by hand application of spot remover and when necessary to provide spot-free conditions. e. Window Cleaning Standards 1. Glass cleaner shall be used for cleaning windows. 2. Cleaning windows shall not interfere with activities in the area. When completed, windows shall be adjusted to former positions. Any furniture moved in the process shall be put back in place. 3. Following cleaning, surfaces shall be dried and buffed with a soft cloth until bright and free from insect spots, webs, streaks, stains, dirt, mildew, or any foreign materials. 4. Care shall be taken to assure that no staining results from water or glass cleaner spilled on sash, floors, or walls. f. Waxing Standards 1. Liquid shall be applied to the floors where traffic wears wax, and shall be spread to the areas where there is little traffic. Wax shall be evenly applied to avoid spots in thin areas. 2. Sweeping compounds shall not be used on waxed areas. 3. No heavy accumulation of wax around walls or floors shall be permitted. 4. Care shall be taken to assure that there is no wax splashed onto carpet where tile and carpet meet, baseboards, file cabinets or equipment. g. Vacuum Standards 1. Tools used shall not disfigure baseboards, furniture, and equipment. 2. Floors shall show no dust streaks, and no dust shall be left under furniture or behind doors. Furniture shall be put back in place, and rooms shall appear orderly and well cared for. Stains will be removed immediately. h. Venetian/Mini Blind Washing Standards 1. Washing shall be accomplished by removing from window. Washing thoroughly, drying and buffing with a soft cloth to remove streaks or water spots, and reinstalling blinds in window. i. Trash removal 1. Trash bags shall be placed on wastebaskets so that they fit properly and are opened fully so as to not have waste overspill out of wastebasket. 2. A new trash bag shall be placed in the wastebasket daily if there are sticky substances, liquid, food or odor causing garbage.
