Description
The U.S. Army Engineering and Support Center, Huntsville (USAESCH) is evaluating the ability of small business to perform future anticipated projects supporting the Military Munitions Response Program (MMRP), and the Hazardous, Toxic, and Radiologica l Waste (HTRW) Program. USAESCH is seeking small business sources that can perform all of the following engineering services work under the following programs managed by the Center: (1) Military Munitions Response Program, which includes support to the f ollowing: International Operations Projects, Military Munitions Design Center Projects, Chemical Warfare Material Projects, Center of Expertise for HTRW/MMRP Projects, Innovative Technology Program. (2) HTRW Environmental Remediation Program. The Offero r(s) sought must be capable of performing Conventional Munitions Responses, Recovered Chemical Warfare Materiel (RCWM) Munitions Responses, other munitions-related services, and Hazardous, Toxic, and Radioactive Waste (HTRW) Responses, all as necessary to permit lands and waters to be safely and efficiently used for their intended purpose, to include: Air monitoring; Blast effects engineering analysis; Case studies and associated reports; Construction support; Educational training and other institutional controls; Environmental Documentation (EA and EIS); Environmental Master Planning; Environmental Management Systems (EMS); Engineering evaluations; Engineering support and/or design; Engineering management; Environmental Quality and Compliance Planning; Feasibility studies; Geographical Information Systems (GIS); Geophysical mapping and data management; Government property management and control; Long term management; Monitoring (short and long term); Operations and Maintenance (short and long term); Other Incidental Architectural/Engineering services; Permitting; Programmatic Studies; Remedial investigations; Remedial or removal actions; Restoration and advisory board or public meeting support; Laboratory services, Sampling and analysis; Site investigations or inspections; Site security; Support, guidance, development, planning, and analysis for Center of Expertise for HTRW; Support, guidance, development, planning, and analysis for Center of Expertise for MMRP. Munitions and Explosives of Concern (MEC) or other munitions related operations - to include: Ammunition depot operations and management; Booby trap clearances; Demining operations; Disablement of unconventional warfare explosive devices; Post-Battlefield munitions clearance; Range and debris clearance; Overseas operations to include the above as well as Logistical support and Security operations for personnel, materials and equipment in dangerous areas or war-zones; Offerors must be able to perform all aspects of MMRP and HTRW. All specified services may occur at sites located in the Continental United States (CONUS) and outside CONUS (OCONUS), to include war zones at which MEC or other munitions were previously or are currently stored, evaluated, treated, disposed of, or used for military training and op erations. All Offerors must be able to work CONUS, OCONUS and war theaters. Offerors must be able to provide all labor, materials, facilities and equipment for performance of all work identified in individual task orders that will be competed among a poo l of selected contractors; being cognizant of all applicable laws, regulations and guidance associated with the work being accomplished, and ensuring that all work activities performed by contractor personnel, sub-contractors and suppliers is executed as r equired by the applicable laws and regulations. The period of performance is expected to be 60 months (5 years) with a total program value of approximately $2 billion. Preliminary analysis indicates that military munitions - related work will be approxima tely 75% of the projected effort and HTRW-relat ed work will be approximately 25% of the projected effort. The decision to reserve award(s) for qualified small business under a multiple award acquisition is being considered pending the evaluation of responses to this sources sought announcement. The Gov ernment wishes to identify qualified sources under North American Industry Classification System (NAICS) 562910, either singly or as part of an assembled team. Small businesses are encouraged to seek out and establish teaming arrangements in order to stren gthen capabilities and broaden experience to best satisfy the requirements of this announcement. The prime contractor of each team must perform 50% of the team's work. Eligible concerns must be capable of assembling a team of qualified, experienced firms a nd personnel to support all aspects of services described above. Prime concerns must satisfy FAR 52.219-14 ( b) (1), Limitations on Subcontracting. Teaming of capable firms is otherwise encouraged. Teams will be expected to exhibit their experience in al l aspects of the services described above. USAESCH may plan to make multiple awards pending the outcome of this sources sought. Responses should indicate whether they are small business, small disadvantaged business, 8(a) concern, women-owned small busines s, in a HUBZone, or qualify as socially or economically disadvantaged, and whether they are U.S. or foreign owned. USAESCH will hold an Industry Day conference in Huntsville, AL on 13 September 2007 to provide additional information to interested firms. Please limit attendance to two representatives per firm or three representatives total per team. Following the conference, a transcript of the proceedings will be posted at the Industry Day web-site.
