- Description
- The USA CECOM C-E LCMC Acquisition Center-Washington, on behalf of the CERDEC Night Vision and Electronic Sensors Directorate (NVESD), Science and Technology Division, Imaging Technology Team, plans to negotiate a sole source contract with Optical Re search Associates (ORA) for an unlimited license that would cover four seats of their Code V software. Under this effort, Optical Research Associates shall provide software and documentation updates as well as technical support for the life of the lease. ORA shall pay shipping costs for software and documentation updates. The order will include one base ye ar license and two optional one year licenses for the above seats of Code V software. It has been determined that ORA is the 'Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements'. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1); Only One Responsible Source an d no Other Supplies or Services will satisfy Agency Requirements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the required software may submit a quote that will be considered by the agency. Responses should be no longer than five pages. Responses are to be received via email within 10 calendar days of the date of this notice. The duration of this effort is three years. The resultant contract will be fixed price. All requests for further inf ormation must be in writing and via e-mail; telephone requests for additional information will not be honored. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued.
