SCOPE: This Performance Work Statement (PWS) defines the effort required for the design, development, delivery, and evaluation of curriculum materials for Leadership Education: Principles of Management (LE: 400). The materials shall consist of: 1) hard copy Student Textbook including corresponding CD bound to the textbook; 2) hard copy Instructor Guide (IG), including Lesson Plans, accompanying PowerPoint slides, Student Workbook answers, answers to text end of chapter questions and Test Bank, plus corresponding CD bound to the inside back cover of the IG containing all IG material cited herein plus the Student Workbook (in Word and PDF formats for the text and PowerPoint format for the slides), and 3) hard copy Student Workbook. This PWS includes the associated curriculum format and content, project management, and product planning requirements. 1.1. Introduction: The Curriculum Division of the Air Force Officer Accession and Training Schools (AFOATS/CR) is the executive agent for Air Force Junior Reserve Officer Training Corps (AFJROTC) curriculum. AFOATS/CR supports AFJROTC?s mission of ?building better citizens for America. Additionally, the objectives of AFJROTC are to educate and train high school cadets in citizenship; promote community service; instill responsibility, character, self-discipline; and provide instruction in air and space fundamentals. 1.2. Background: AFOATS/CR is in the process of replacing the AFJROTC Leadership Education 400 textbook and all associated materials. This course is the fourth in a series of four courses in the high school sequence of Leadership Education courses and will provide the student with an introduction to management and an overall look at management principles. The purpose of the revision is to incorporate new areas of instruction into the course and to update and enhance existing material presented in the current LE-400 textbook. A further purpose is to inject practical hands-on exercises,group leadership activities and problems, case studies, scenarios, role-playing, etc., into the courseware to excite students about management and leadership roles in the AFJROTC Corps as well as outside the Corps. 1.2.1. The title of the current LE-400 text is Leadership Education IV: Principles of Management, 1999, (V-7401T), published by the Junior Program Branch, AFJROTC, Maxwell AFB. The current text shall be the primary source from which the revised course is developed. The new text shall follow the current books basic sequence of topics and subtopics. The current table of contents & a proposed table of contents for the new book are found at Appendix II. 2. DESCRIPTION OF SERVICES 2.1. General: The materials shall consist of the Student Textbook including CD bound to the textbook, Instructor Guide (including Lesson Plans, accompanying PowerPoint slides, Student Workbook Answers, answers to text end of chapter questions and Test Bank), plus corresponding CD bound to the inside back cover of the IG containing all IG material cited herein plus the Student Workbook (in Word and PDF formats for the text and PowerPoint format for the slides), and Student Workbook. If the IG hard copy exceeds 500 pages in length, it will be separated into two volumes. In this case, Volume II will have the words Volume II: Answer Key and Test Bank printed on its cover and will contain the answers to student workbook, text end chapter questions and Test Bank questions and answers. Volume I would then contain lesson plans and have the words Volume I: Lesson Plans printed on its cover. 2.1.1. All materials shall be identically aligned by units, chapters, lessons, numbering system, and titled accordingly (e.g., Unit 1; Chapter 1; Lesson 1). 2.1.2. The contractor shall develop the materials using Instructional System Development in the following order: 1) Lesson Objectives and Samples of Behavior; 2) Student Textbook including CD bound to the textbook; 3) Instructor Guide including Lesson Plans with PowerPoint slides, Student Workbook Answers, text end of chapter questions, Test Bank; and 4) Student Workbook. 2.1.3. Any intellectual property contributed by the contractor shall be used by the government with unlimited copyright rights and may be posted on AFJROTCs Cyber-Campus password-protected website. 2.1.4. National Education Standards (NES): AFJROTC is required to benchmark its curriculum to a generally accepted set of national standards for educational content, and to publish the same. The contractor shall correlate the Student Textbook to NES using the McREL Standards. 2.2. Curriculum Materials: Curriculum materials shall consist of 1) Student Textbook including corresponding CD bound to the textbook; 2) hard copy Instructor Guide (including Lesson Plans, accompanying PowerPoint slides, Student Workbook Answers, End of Chapter CheckpointAnswers and Test Bank), plus corresponding CD bound to the inside back cover of the Instructor Guide containing all IG material cited herein plus (in Word and PDF formats for the text and PowerPoint format for the slides) (in two volumes, if the total hard copy page count exceeds 500?see paragraph 2.1 above); and 3) hard copy Student Workbook. 2.2.1. AFOATS/CRJ will provide updates and changes to the contractor during the Post Award Conference for inclusion in the curriculum materials. 2.2.2. The contactor shall meet or exceed AFJROTC Formatting Standards (Appendix III). 2.3 Content Development 2.3.1. Unspecified Content: AFOATS/CR reserves the right to add unspecified content, up to 100 pages from government sources, to the Student Textbook. If this happens, the contractor shall correlate and integrate this material into the Instructor Guide, Student Workbook and related CDs. AFOATS/CR will provide the contractor this material during the Post Award Conference and during the development of the project. 2.3.2. All LE-400 curriculum content will be developed by a team consisting of contractor, any sub-contractors, and AFOATS/CR personnel to ensure that all facets of the curriculum are properly addressed. 2.3.2.1. The new textbook should essentially follow the proposed table of contents at Appendix II, but may be altered to allow for information required by the PWS to be added or additional sections created accommodating any extra information. 2.4. Deliverables 2.4.1. The contractor shall provide the following prior to providing the final deliverables: ? Final review CD containing Student Textbook and corresponding CD ? Final review CD containing Instructor Guide with Lesson Plans, PowerPoint slides, Student Workbook Answers, text end of chapter questions, Test Bank (in Word and PDF formats for the text and PowerPoint format for the slides), plus the Student Workbook (in Word and PDF) Final review CD containing Student Workbook One-off proof hard copy of Student Textbook One-off proof hard copy of Instructor Guide (including Lesson Plans, accompanying PowerPoint slides, Student Workbook Answers, text end of chapter questions and Test Bank), plus corresponding Instructor Guide CD containing all IG material cited herein plus the Student Workbook (in Word and PDF formats for the text and PowerPoint format for the slides) (including both volumes, if necessary) One-off proof hard copy of Student Workbook 2.4.2. The contractor shall provide the following final deliverables: Student Textbook including corresponding CD bound to the textbook Instructor Guide (including Lesson Plans, accompanying PowerPoint slides, Student Workbook Answers, text end of chapter questions and Test Bank), plus corresponding CD bound to the inside back cover of the Instructor Guide containing all IG material cited herein plus the Student Workbook (in Word and PDF formats for the text and PowerPoint format for the slides). The hard copy will be in two volumes, if the IG exceeds 500 pages in length. If this is the case, Volume II will have the words Volume II: Answer Key and Test Bank printed on its cover, with the answers to student workbook questions, text end of chapter questions and Test Bank questions and answers residing in the second volume. Volume I would then contain lesson plans and have the words ?Volume I: Lesson Plans printed on its cover. Student Workbook All master electronic files/CDs to include: Student Textbook and CD, Instructor Guide with corresponding CD with all IG and student workbook material cited herein (in Word and PDF formats for the text and PowerPoint format for the slides), and Student Workbook 3. SERVICE DELIVERY SUMMARY Performance Objective SOW para Performance Threshold Lesson Objectives and Samples of Behavior 2.1.2 Lesson Objectives and Samples of Behavior shall be written with no more than 10 errors. Instructor Guide (including Lesson Plans, accompanying PowerPoint slides, Student Workbook Answers, text end of chapter questions and Test Bank), plus corresponding CD bound to the inside back cover of the Instructor Guide containing all IG material cited herein plus the Student Workbook (in Word and PDF formats for the text and PowerPoint format for the slides) 1, 2.1, and 2.2 nstructor Guide (including Lesson Plans, accompanying PowerPoint slides, Student Workbook Answers, text end of chapter questions and Test Bank), plus corresponding CD bound to the inside back cover of the Instructor Guide containing all IG material cited herein plus the Student Workbook (in Word and PDF formats for the text and PowerPoint format for the slides) shall be designed with no more than 10 errors. Student Workbook 1, 2.1, and 2.2 Student Workbook shall be designed with no more than 10 errors. 4. GOVERNMENT FURNISHED PROPERTY AND SERVICES 4.1. Hard copies of the current Student Textbooks, Student Workbooks, Instructor Guides and associated CDs will be provided to contractor. 4.2. The contractor shall research and gain approval for the publications and use of all copyrighted material used in the books. 4.2.1. The final content of all curriculum materials shall be subject to the approval, disapproval, and acceptance of AFOATS/CR and AFOATS/CRJ. 5. GENERAL INFORMATION 5.1. Conferences and Reviews: The following conferences and reviews shall be conducted at appropriate points during the program. These meetings shall be held at Maxwell Air Force Base, Alabama. This includes the Post Award Conference and Requirements Review. 5.1.1. Post Award Conference/Requirements Review: At the Post Award Conference (kick-off meeting), the contractor shall introduce key personnel to include the project manager (individual dedicated to the project, not the sales representative) and subject matter expert (SME), and present the program management and planning information, including operating procedures, methodologies, and the master schedule. The master schedule shall include program milestones, conferences, reviews, development milestones, and product deliveries. 5.1.2 The requirements review shall include collaborative discussions between the Government and contractor about contractor?s subject matter, technical expertise, curriculum materials development, and documentation requirements. The government shall approve all major milestones. Additional reviews shall be conducted a minimum of every other month via conference call or face-to-face. 5.2. Reviews by the Government: The contactor shall provide the government realistic turnaround deadlines. These shall be determined at the Post Award Conference. 5.2.1. The materials shall be made available by the contractor via secure web site or other electronic means of reviewing. As each chapter or lesson is developed the material shall be displayed chapter-by-chapter or lesson-by-lesson. 5.2.2. SMEs and instructors shall have access to the contractors secure web site each time a review is required of a completed chapter in final format. 5.2.3. Once the completed lesson is approved by the government in final format, the contractor shall use that approved version for the Student Textbook and its CD; Instructor Guide and its CD; and Student Workbook. 5.2.4. Whenever a 100% review is required of curriculum materials, the contractor shall give the Government two weeks to perform the review. This will provide adequate time to generate required changes to the materials each time a review is required of the final materials. 5.2.5. AFOATS/CRJ shall be provided a one-off copy (aka Blue-Line) of the final Student Textbook and CD, Student Workbook, Instructor Guide (including Lesson Plans, accompanying PowerPoint slides, Student Workbook Answers, text end of chapter questions and Test Bank), plus corresponding CD containing all IG material cited herein plus the Student Workbook (in Word and PDF formats for the text and PowerPoint format for the slides), before going to mass printing for a final review of the hard copy. 6. MILESTONES: The contractor shall coordinate their major milestones/timelines with the Government for their planning purposes. This shall include completion of the chapters when completed, the final CDs ready for publication of curriculum materials, and final 100% read of the ?one-off proof? of the final CDs and hard copies. 7. TIMELINE: All requested components for the LE-400 curriculum shall be developed, edited, approved, printed, and shipped to AFOATS/CR by close of business on 6 June 2008.
