Description
Contracting Officer is Clementine Caudle-Wright at Clementine.caudle-wr@dot.gov. This amendment clarifies that this is a FULL AND OPEN COMPETITION. It is NOT restricted to GSA Schedule holders. This posting on FBO takes precedence over the document posted on STB website. The preferred method for submitting proposals is via e-mail. Proposals shall be transmitted no later than 9:00 a.m., September 4, 2007. All offerors are cautioned to allow time to exercise alternative methods for submitting proposals to meet the September 4, 2007, 9:00 a.m. submission time. The Contracting Officer is not responsible for transmission problems and errors. ALL OTHER PROPOSAL submissions shall be delivered to and be in the possession of the Contracting Officer at 1200 New Jersey Avenue, SE, Washington, DC 20590 no later than September 4, 2007 at 9:00 a.m. and shall consist of FIVE (5) hard copies of the total proposal package that include the cost and technical proposals. See the solicitation in reference to proposal preparation. Due to high security of Government buildings, the offeror is cautioned to contact the Contracting Officer to arrange delivery instructions for hard copy submissions. QUESTION: While reviewing the complete request for proposal posted at http://www.stb.dot.gov, I noticed that GSA number is requested as part of the Cost Proposal. Our firm does not have a GSA number. Will this result in our proposal being labeled as "non-responsive"? RESPONSE: This is a FULL AND OPEN COMPETITION. No GSA Schedule Number is required. QUESTION: There is a reference to a due date of August 7 with the solicitation documentation. Please confirm that the due date is September 4, 2007.
