Description
NASA/LaRC has a requirement for one (1 EA)Oculometer System. The oculometer system will be used to measure eye gaze point and head pointing data on pilots in aircraft motion base simulators and during test flights. NASA/LaRC intends to purchase the items from Smart Eye, who is the only responsible source and no other supplier or services will satisfy Agency requirements. Smart Eye's unique features are: uses remote cameras, requires no intrusive eyewear, helmet or headset; camera can expanded from its' original three camera configuration to a six camera configuration to provide better tracking within a larger head box; camera placement is not required to be fixed, thus cameras can be placed in available locations in an aircraft cockpit without having to extensively modify the aircraft instrument panel. Smart Eye's oculometer system matches the data collection software already available and funded, thus saving the expense and time delay of having to develop new software from scratch. The Smart Eye is the only product through market research which possesses all these qualities. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 6, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are no acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
