Description
This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The Contracting Officer is utilizing policies and procedures prescribed in Part 12, Acquisition of Commercial Items, and Part 13.5 Test Program for Certain Commercial Items. This solicitation is issued as a Request for Quotation (RFQ) identified as RFQ No. 07-0139. This solicitation is 100% set aside for small business. The North American Industry Classification System (NAICS) code is 541512 and the business size standard is $23.0 M. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-18 effective June 30, 2007. Microsoft Gold certified small business partners are encouraged to apply. The U.S. Equal Employment Opportunity Commission has a requirement for Microsoft Premier Support services. The services include the following level of effort: up to 200 hours of a Technical Account Manager?s time for proactive, technical consulting and account management services; up to 10 support incidents (hot fixes, critical problem alerts, multi-vendor coordination; and, monthly status meetings. The EEOC contemplates the award of a Firm-Fixed-Price (FFP) purchase order. Period of Performance: The period of performance under this purchase order shall consist of a base period of twelve (12) months from September 24, 2007 to September 23, 2008. The quotation package shall include the following line item in a written quotation: CLIN 0001. Microsoft Premier Support, Unit Price $___________, Total for CLIN 0001. The prospective contractor must be registered in the Central Contractor Registration (CCR) database prior to award of the resulting contract. Registration is free and can be completed on-line at http://www.ccr.gov/. Submission of Quotation: Your quotation in response to RFQ 07-0139 is due on September 5, 2007 at 4:00 p.m. EST. The mailing address is as follows: U.S. Equal Employment Opportunity Commission, Acquisition Services Division, 1801 L Street, N.W., Room 2505, Washington, D.C. 20507, Attn: Doreen Starkes, Contracting Officer. A quotation submitted via e-mail addressed to doreen.starkes@eeoc.gov will be accepted. Questions regarding this request for quotation should be submitted to Doreen Starkes, Contracting Officer via e-mail at doreen.starkes@eeoc.gov with a cc: to Anthony Price, Alternate Contracting Officer at anthony.price@eeoc.gov. Telephone inquiries or responses are not acceptable. The deadline for submission of questions regarding RFQ 07-0139 is August 30, 2007 at 1:00 p.m. EST. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity. All responsible sources may submit a quotation which shall be considered by the agency. The anticipated purchase order award date is on or before September 14, 2007. Basis of Award. A purchase order will be awarded to the responsible vendor whose quotation represents the best value to the Government based on the lowest price technically acceptable source selection method. Interested parties must indicate in their quotation whether they accept payment via Government-wide commercial purchase card. Evaluation Factors for Award. Technically acceptable quotations must meet the following minimum technical requirements: quotation must include a statement certifying that Microsoft Premier Support services will be provided by an authorized Microsoft Gold Certified Partner service provider; the quoter must demonstrate that the required services can be provided with an effective date of September 24, 2007 through a 12 month period; and, the quoter must provide evidence that it has successfully performed a minimum of three (3) contracts for the same or similar services within the past two (2) years to include contract type, contract number, contract value, point of contact name and telephone number, and the type of service provided. Technically acceptable quotations will be evaluated based on lowest price. Only technically acceptable quotations will be considered for award. A single award will be made to the responsible quoter with the lowest priced technically acceptable quotation. Notice: the Government intends to evaluate quotations and make award without discussions (except clarifications as described in FAR 15.306(a)). Therefore, the vendor?s initial quote should contain the vendor?s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions, if the Contracting Officer later determines them to be necessary. The provisions at 52.212-1, Instructions to Offerors --Commercial Items applies to this acquisition. The vendor shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items with your quote.
