Description
1. The 10th Mission Support Group, Directorate of Contracting, United States Air Force Academy Colorado, intends to award a sole source, firm fixed price purchase order to Cedaron Medical Inc, 1655 Da Vinci Ct, Davis, CA 95616-4860. The proposed acquisition is for the renewal of a commercial software subscription for ?Orthopedic. Net? software, six (6) concurrent users licenses and an annual maintenance/users fee charge to store information on Cendaron Medical Inc. computer servers. The proposed period of performance is one base year, plus four, one year option periods; five years total. Cedaron Medical Inc. has proprietary rights to this software and provides all upgrades, software maintenance and technical support. This unique clinical application database management software was designed by Cedaron Medical Inc specifically for shared use by three DOD service academies; the United States Air Force Academy, the U.S. Military Academy, West Point, and the U.S. Naval Academy. Specifically, the patient outcomes database provides the three service academy and its surgeons with a valuable tool to evaluate surgical, pre-operative and post operative surgical procedures. The United States Air Force Academy does not consider changing to another software database system inconjuction with having to transfer the existing clinical data base of three service academies, as being beneficial to the government. 2. The North America Industry Classification System Code [NAICS] is 511210 and the size standard is $23.5. All responsible sources may submit a response, which if received within the published due date, will be considered by 10MSG/LGCB. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. 3. Any company that believes they can provide the requirements as stated above without impact to the current operations of the 10th Medical Group, USAFA Academy and the other service academies may submit their respective data and comments to support their claim, not later than 1500 hrs., Mountain Time Zone), 31 August 2007. The Government does not intend to pay for any information provided under this notice. 4. This procurement is for the acquisition of a sole source commercial item using simplified procedures in accordance with FAR Parts 12 & 13. This office intends to award a contract by other than full and open competition in accordance with 10 U.S.C. 2304(c)(2) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. 5. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
