Description
Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. Solicitation number F2F3107215A001 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-19, Effective 17 August 2007 & Class Deviation 2005-o0001. This is a 100% set-aside for Small Businesses. The North American Industry Classification System (NAICS) code for this project is 238320 with a size standard of $13 Million, the SIC code is 1721. The contractor shall provide all labor, equipment, materials, tools, parts, shipping, and all other items necessary to provide the following items: Line Item 0001-AA: Resurface the floor of Auto Hobby Shop as stated in the Statement of Work. FOB: Destination for delivery to Hurlburt Field, FL 32544. The following provisions and clauses apply to this acquisition and will remain in full force in any resultant award: FAR 52.212-1, Instructions to Offerors?Commercial Items. It is amended to read: Offeror shall submit signed and dated offer to 1 SOCONS/LGCY, Attn: A1C Fausto Fernandez, 350 Tully St Bldg 90339, Hurlburt Field FL 32544-5810 NLT 09 September 2007; 1600 hrs CST . Submit signed and dated quotations on company letterhead or quotation form and marked with solicitation number F2F3107215A001. Offer may be faxed to 850-884-5839. Proposals may be accepted by email. The government reserves the right to evaluate proposals and award a contract without discussions with offerors. Offers shall be evaluated in accordance with FAR 52.212-2, evaluation of Commercial Items which is incorporated into this Request for Quote, with an addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: technical capability of the service offered to meet the Government?s requirement; (ii)past performance; (iii) price . Statement Of Work: STATEMENT OF WORK PAINTING FLOOR OF FACILITY 90612 (Auto Skills Center) 22 August 2007 1.0 WORK INCLUDED: The contractor shall furnish all labor, tools, materials, facilities and transportation necessary to prep existing floor finish, prepare and apply new expoxy/urethane floor finish in a medium gray color. Remove and replace floor joints if determined necessary. 2.0 JOB DESCRIPTION: The work to be performed includes but is not limited to the following features. 2.1 Strip/clean/prepare and apply ECO high traffic system epoxy/Urethane moderate grit finish in Auto Skill center. 8000 SF estimated. 2.2 Remove and replace concrete floor joints in Auto Skills Center if needed. 280 LF estimated. 2.3 Restripe each stall with international yellow marking paint. 16 ea stalls. 2.4 Pressure wash, prime and apply two coats of paint to existing interior walls. 7500 SF estimated. 3.0 HOURS OF WORK: Normal hours of work shall be from 8:00 AM to 6:00 PM, Monday through Saturday, except Federal Holidays. 4.0 COORDINATION OF WORK: The contractor shall coordinate all work through the using agencies Point of Contact (POC) and the Contracting Officer or his/her representative. Using agencies POC will be provided when notice to proceed is issued. 4.1 Protection of government property: Contractor shall protect government property from any possible over spray or water damage at all times during the accomplishment of the work described for this project. 5.0 CLEANUP AND DISPOSAL: All equipment, and tools, shall be secured and stored in a predetermined location so that there is no interference with the movement or operation of military equipment. All debris shall be picked up and removed daily from job site. All paint chips are to be cleaned up prior to start of painting operations. 5.1 All HAZMAT paint is to be approved by Hulburt Field HAZMAT prior to start of work. 6.0 REGULATORY REQUIREMENTS: 7.1 Air Force Safety and Health Standard: AFR 127-12, Air Force Occupational Safety and Health Program. 7.2 Code of Federal Regulations (see paragraph 2.3.2.2) 7.3 Occupational Safety and Health Administration D.1 OSHA Booklet 3126, Working with Lead in the Construction Industry 7.0 UTILITIES: 7.1 The government will provide all necessary utilities needed to complete this project. 8.0 FINAL ACCEPTANCE: 8.1 Contractor shall have all cleanup completed prior to calling for a final inspection.
