- This is a combined synopsis and solicitation for the following: 1.0. SCOPE OF WORK: The contractor shall provide all labor, equipment, transportation, and supervision necessary to remove the existing and install a new Digital Video Recording Camera System in the Child Development Center (CDC) on Vandenberg AFB, California. The system shall be capable of monitoring each room within the four buildings of the CDC, the main lobby, the playground, and other outside areas. 1.1. All new equipment must be integrated with the existing Vicon Matrix Switch and Vicon dome cameras. In addition, recorders must be installed in existing freestanding rack, and use existing wiring. 1.2. The 16-channel recorder will be located in a remote facility; however, video (live and recorded) must be accessible from the main facility. 1.3. System must be able to display video simultaneously on all seven monitors in main facility and offices (including remote and existing video). 2.0. DELIVERY: 30 days after award of contract. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ) F4D3F67194A001. Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). THIS PROCUREMENT IS BEING ISSUED AS A 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE. CLIN 0001: Provide the following equipment: 2 ea 16 Channel A/V Digital Video Recorders w/4 CIF (70x480), 480FPS (30FPS per channel), H264 OR EQUAL PRODUCT; 15 ea Hard Disk Drives w/IDE ATA 100, 750GB OR EQUAL PRODUCT; 1 ea 8 Channel A/V Digital Video Recorder w/4CIF (704x480), 240FPS (30FPS per channel), H264 OR EQUAL PRODUCT; 38 ea Dome Camera Housings, Polycarbonate, Weather Resistant (IP67 & NEMA 4), White OR EQUAL PRODUCT; 38 ea Module Cameras, w/480TLV, Color, Day/Night 3.8-9.5mm Varif-Focal OR EQUAL PRODUCT. CLIN 0002: Removal of existing DVR Camera System/Installation of new DVR Camera System. CLIN 0003: Provide Training/Familiarization for Facility Personnel. This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-18 and DFARS Change Notice 20070802. NAICS 561621 and Size Standard $11,500,000 apply to this procurement. The following provisions and clauses apply to this acquisition: The provisions held within FAR 52.212-1, Instructions to Offerors--Commercial Items and FAR 52.212-2, Evaluation - Commercial Items. Quotes will be evaluated on price related factors only. The provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, and the offeror must include a completed copy of this provision with their proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items. A site visit will be held at 1:00 p.m. on 29 August 2007 at Bldg 16113 on Vandenberg Air Force Base. In order to attend the site visit, potential offerors must meet Damion Bailey at the Vandenberg AFB Santa Maria main gate by 12:15 p.m. on 29 August 2007. In order to enter the base, offerors must present a valid driver?s license; in order to drive on base, offerors must present current registration and proof of insurance for the vehicle. Any questions will need to be submitted in writing by 1:00 p.m. (PST) on 4 September 2007. The answers will be posted on the FedBizOps website by 4:00 p.m. (PST) on 5 September 2007.
